مقدمــة

تدعو مؤسسة آشتي مقدمي العطاءات المؤهلين إلى تقديم عروضهم لتزويد لوازم قرطاسية ومواد ترفيهية لمكاتبها في مدينتي القامشلي والرقة، وذلك ضمن اتفاقية إطارية لمدة عام واحد (طويلة الأمد)، وفقًا للمواصفات الفنية ومعايير الجودة والتسليم المنصوص عليها في وثائق المناقصة.

نبذة عن مؤسسة آشتي

مؤسسة آشتي منظمة محلية مستقلة، غير حكومية وغير ربحية، مقرها مدينة قامشلي. تعمل على تمكين قدرات المجتمع المحلي في مجال حلّ وتحويل النزاعات وصولًا إلى السلام المستدام، وتعزيز القيم الديمقراطية والتشاركية، من خلال تحليل النزاعات والمساهمة في إيجاد بدائل سلمية بالتعاون مع الشركاء المحليين والدوليين. ترتكز أعمال المؤسسة على مبادئ الشفافية والحياد.

استلام العروض

يُستلم العروض في ظروف مختومة، ابتداءً من يوم الاحد 23/08/2026، من خلال أيٍّ من المواقع التالية:

1. مكتب مؤسسة آشتي في القامشلي -  جادة القنيطرة، مفرق صيدلية دهام شمالًا.
2. مكتب مؤسسة آشتي في مدينة الرقة-  حي الانتفاضة، غرب المشفى الوطني.
3. إلكترونيًا عن طريق إرسال العروض على عنوان البريد الإلكتروني المخصص ( tenders@ashticenter.org )

الموعد النهائي لاستلام العروض: يوم الاحد  06/09/2026 قبل الساعة 2:00 ظهرًا. لن يُنظر إلى أي عروض تُستلم بعد هذا الموعد.

طريقة التقديم

• يتم التقديم عن طريق ظرف مختوم يُوضع في صندوق العطاءات في أحد المكاتب المذكورة أعلاه، أو يُرسل إلكترونيًا إلى البريد الإلكتروني المخصص. ( tenders@ashticenter.org )
• يجب كتابة الرقم المرجعي للمناقصة ((PR-NESYR-ASHTI-2026-209 على الظرف او في خانة الموضوع عند التقديم عن طريق البريد الالكتروني.
• يجب أن يتضمن الظرف ما يلي:
  • العرض المالي.
  • الأوراق والوثائق الثبوتية المطلوبة يجب أن تكون سارية المفعول.
  • معايير الاختيار موقعة ومختومة.
  • الخبرات السابقة.
• يجب أن تُرفق صورة لكل عينة من المواد المعروضة.
• يجب أن تكون جميع الوثائق موقعة ومختومة على كامل الصفحات من قبل المورد.

Supply of Stationery and recreational items for Ashti Foundation Offices in Qamishli and Raqqa

Contract Type: Framework Agreement for one year (long-term)

Introduction

Ashti Foundation invites qualified bidders to submit their bids for the supply of Stationery and recreational items for its offices in the cities of Qamishli and Raqqa, within the framework of a one-year framework agreement (long-term), in accordance with the technical specifications, quality standards, and delivery requirements stipulated in the tender documents.

Ashti Foundation is a local, independent, non-governmental and non-profit organization headquartered in the city of Qamishli. It works to empower the capacities of the local community in the field of conflict resolution and transformation towards sustainable peace, and to promote democratic and participatory values, through conflict analysis and contributing to the development of peaceful alternatives in cooperation with local and international partners. The Foundation's work is grounded in the principles of transparency and neutrality.

Receipt of Bids

Bids will be received in sealed envelopes, starting from Sunday, 23/08/2026, through any of the following locations:

1. Ashti Foundation office in Qamishli – Quneitra Avenue, north of Daham Pharmacy junction.

2. Ashti Foundation office in the city of Raqqa – Al-Intifada District, west of the National Hospital.

3. Electronically, by sending bids to the dedicated email address (tenders@ashticenter.org)

The deadline for receiving bids is Sunday, 06/09/2026, before 2:00 PM. Any bids received after this deadline will not be considered.

Submission Method

• Bids are submitted in a sealed envelope placed in the tender box at one of the offices or sent electronically to the dedicated email address (tenders@ashticenter.org).

• The tender reference number (PR-NESYR-ASHTI-2026-209) must be written on the envelope or in the subject line when submitted by email.

• The envelope must include the following:

  • The financial offer.

  • The required supporting documents and credentials, which must be valid.

  • The selection criteria signed and stamped.

  • Previous experience.

• A photo must be attached for each sample of the materials offered.

• All documents must be signed and stamped on all pages by the supplier.
