Dear Sir / Madam,

Relief International (RI) invites qualified and eligible suppliers to submit a financial and technical bid for the supply of medical

consumables and medical equipment’s low risk in accordance with the requirements, specifications, terms, and conditions

detailed in this Invitation to Tender (ITT) and its attached documents.

RI intends to select qualified supplier(s) capable of providing medical consumables and equipment that meet the required

technical specifications, quality standards, shelf-life requirements, and delivery schedules.

The Invitation to Tender (ITT) details are as follows:

Subject of Tender: Supply of Medical consumables and Medical Equipment low risk

ITT Period: September

ITT Closure Date and Time: September 28, 2026

Minimum validity period: one year

• 1. TENDER DOCUMENT PACKAGE

This ITT package contains the following documents:

• Cover Letter / Invitation to Tender

• Annex A – RI Bid Form

• Annex B – Bill of Quantities (BOQ) / Technical Specifications

• Annex C – Relief International Terms and Conditions of Purchase

• Annex D – Supplier Eligibility and Compliance Form

• Annex E – Additional Documents / Supporting Documents, where applicable

Bidders are required to carefully review all documents and submit a complete response to the requirements stated

in this ITT.

Full package of bid documents must be submitted via email ( procurement.damascus@ri.org); the only information on the

envelope should be the following:

OPTIONAL: All suppliers are invited to the RI email ( procurement.damascus@ri.org) for a presentation/explanation on the details

of the tender package on 28 Sept 2026 04:00 PM Local time.

All suppliers are required to submit any questions, requests for clarification, or inquiries regarding this Invitation to Tender by

email to the address specified below.

The deadline for submitting questions, requests for clarification, or inquiries is 16 September 2026

Responses to the questions will be provided over the two days, September 20 and 21.

Relief International will review the questions received and, where appropriate, provide responses and clarifications to all suppliers

who have expressed their interest in participating in the tender, in order to ensure that all bidders have access to the same

information.

Suppliers are therefore encouraged to submit their questions by email before the stated deadline and not to wait until the tender

submission deadline.

Full bid submissions must be received at the address above no later than [28 Sept 2026 4:00 PM] Local Time. Failure to

meet the closing date/time may result in the tender being void. Returned bids must remain valid for consideration for a

period of not less than 60 days from the closing date.

AWARD CRITERIA

a) REQUIRED

- The attached RI Bid Form (Annex A) must be completed and submitted

- Completed Proposal based on the Scope of works in Annex B

- Copies of official company/organization registration and tax documents and essential certificates.

- Additional documents to submit with tender package include:

- Completed RI Bid Form – Annex A.

- Completed Bill of Quantities / Technical Specifications – Annex B.

- Company registration documents.

- Valid medical registration, license, or authorization where applicable.

- Evidence of previous experience supplying medical Consumables and/or medical equipment.

- Copies of relevant professional licenses and certificates.

- Product specifications and technical information.

- Manufacturer/brand information.

- Country of origin of the offered products.

- Product photos/catalogues where applicable.

- Proposed delivery time.

- Financial offer with unit and total prices.

- Any other documents specifically requested in this ITT.

b) ESSENTIAL CRITERIA

Award of the contract will be evaluated and scored based on the following criteria:

Only bidders who successfully pass the mandatory eligibility and technical evaluation will proceed to the weighted evaluation.

The final evaluation will be based on:

9.1 Price – 70%

The financial offer will be evaluated based on the total evaluated price of the technically compliant bid.

The lowest evaluated compliant price will receive the maximum score of 70 points.

Other technically compliant bidders will receive a proportionate score calculated using the following principle:

Price Score = (Lowest Evaluated Price ÷ Bidder's Evaluated Price) × 70

Relief International reserves the right to verify calculations, quantities, unit prices, taxes, duties, delivery costs, and other applicable

charges included in the financial offer.

9.2 Delivery Time – 30%

Delivery time will be evaluated based on the bidder's committed delivery period.

The bidder must clearly state the expected delivery period in its offer.

Delivery Time Score

1–2 weeks 30 points

3–4 weeks 15 points

5–6 weeks 5 points

More than 6 weeks 0 points

The delivery period shall be calculated from the date of the applicable Purchase Order/Contract unless otherwise stated by Relief

International.

Failure to provide a clear delivery commitment may result in 0 points for the delivery criterion.

10. EVALUATION PROCESS

The evaluation will be conducted in the following stages:

Stage 1 – Eligibility Screening

Verification of:

Company registration;

Medical registration/license/authorization;

Relevant experience;

Mandatory supporting documents.

Stage 2 – Technical Evaluation

Verification of:

Technical specifications;

Product quality;

Expiry dates;

Brands/manufacturers;

Country of origin;

Product photos/catalogues;

Installation requirements;

Other technical requirements.

Stage 3 – Financial Evaluation

Evaluation of the financial offer based on the 70% price weighing.

Stage 4 – Delivery Evaluation

Evaluation of the committed delivery time based on the 30% delivery weighting.

Stage 5 – Final Recommendation

The bidder achieving the highest overall evaluated score may be recommended for award, subject to Relief International's procurement

procedures, due diligence, availability of


c) PREFERRABLE CRITERIA

The following criteria are considered quite important in the evaluation of this tender:

• The financial sustainability of Bidder

• Bidder’s responsiveness in emergency situations

• Bidder’s ability to provide warranties and guarantees as part of the contract

• Bidder demonstrates unique selling points and additional benefits or services that are of value to Relief International
