بناء قدرات العاملين الصحيين المحليين وموظفي مراكز الرعاية الصحية الأولية لتلبية احتياجات الفئات الأكثر ضعفاً.

تجديد وصيانة البنية التحتية الأساسية لضمان استدامة الخدمات الصحية.

يهدف المشروع إلى تعزيز القدرة على الصمود من خلال عدة نتائج، منها تحسين جودة الخدمات التي يقدمها العاملون المحليون في القطاع الصحي والمجالات ذات الصلة كالتغذية، والمياه والصرف الصحي والنظافة، والحماية، مما يمكّنهم من الاستجابة بفعالية أكبر لاحتياجات الفئات الأكثر ضعفاً والحفاظ على الخدمات الأساسية خلال الأزمات.

أهداف المهمة
يهدف هذا المشروع الاستشاري عمومًا إلى تعزيز القدرات المؤسسية والفنية والتشغيلية للجهات الفاعلة في القطاع الصحي المحلي والمنظمات المجتمعية في الرقة، وذلك لتحسين جودة الخدمات الصحية والخدمات ذات الصلة واستدامتها وقدرتها على الصمود.

وتشمل الأهداف المحددة ما يلي:
• إجراء تقييمات للقدرات التنظيمية لعشر منظمات غير حكومية/منظمات مجتمعية محلية مختارة، تعمل في القطاع الصحي والقطاعات ذات الصلة، مع التركيز على المجالات الوظيفية الرئيسية التي تؤثر على جودة تصميم البرامج وتنفيذها. وسيركز التقييم على أنظمة الإدارة التنظيمية، بما في ذلك الشؤون المالية، واستخدام الموارد، وآليات الرقابة الداخلية، وممارسات إدارة المخاطر، استنادًا إلى التقييم الأولي الذي أجرته منظمة MDM-ES.

• وضع خطط تنمية قدرات مُخصصة لكل منظمة بناءً على نتائج التقييم، تتضمن أهدافًا واستراتيجيات وجداول زمنية واضحة.

• تقديم التدريب، لا سيما في مجالات الحوكمة والإدارة، ونظم معلومات إدارة الصحة، والرصد والتقييم والمساءلة والتعلم، ووضع واعتماد إجراءات التشغيل الموحدة والإرشادات الفنية، وغيرها من المجالات الحيوية التي تم تحديدها من خلال التقييم باعتبارها ضرورية لضمان تقديم خدمات فعالة ومستدامة، بما في ذلك إجراء تقييمات قبل وبعد التدريب، وجمع ملاحظات المشاركين، وتوثيق تحسينات المعرفة والمهارات. ويشمل ذلك أيضًا دعم المنظمات في وضع أو تحسين السياسات والإجراءات والأنظمة بما يتماشى مع أفضل الممارسات المعترف بها ومعايير القطاع.

تقديم دعم ومتابعة مُنظمين، وتطوير أدوات عملية ومواد مرجعية (مثل الإرشادات وقوائم المراجعة وإجراءات التشغيل الموحدة) لدعم استبقاء المعرفة والتعلم المستمر، وضمان دمج المهارات والأنظمة المُقدمة خلال التدريب في الممارسة التنظيمية.

تطوير أدوات عملية ومواد مرجعية لدعم استبقاء المعرفة، وترسيخها، والتعلم المستمر. مراقبة تطبيق المهارات، ونشر الأدلة، وإجراءات التشغيل الموحدة، والإرشادات، وقوائم المراجعة، وتقديم توصيات لتطوير القدرات.

Consultant: Capacity building for local health actors in Raqqa
The desired project impact includes:
Improved availability and access to comprehensive primary health services in selected primary health care centres (PHCCs).

This includes:
Improving access, availability, and sustainability of healthcare services, considering regional health strategies such as the “Essential Package of Primary Health Care” for Raqqa.
Capacity building for local healthcare professionals and PHCC staff to address the needs of vulnerable groups.
Renovation and maintenance of basic infrastructure for resilient health services.

Capacity building of local health actors
The project is designed to enhance resilience through several outcomes, including improving the quality of services delivered by local actors in the health sector and in related fields such as nutrition, WASH (water, hygiene, and sanitation), and protection, enabling them to respond more effectively to the needs of vulnerable groups and sustain essential services during crises.

Objectives of the assignment
The overall objective of this consultancy is to strengthen the institutional, technical, and operational capacities of local health actors and community-based organizations in Raqqa to enhance the quality, sustainability, and resilience of health and related services.
The specific objectives include:
•    Conduct organizational capacity assessments for 10 shortlisted local NGOs/CBOs active in health and related sectors, focusing on key functional areas that influence the quality of program design and delivery. The assessment will emphasize organizational management systems including finance, resource utilization, internal control mechanisms, and risk management practices, building on MDM-ES’s initial assessment exercise.
•    Develop tailored capacity development plans for each organization based on the assessment results including clear objectives, strategies, and timelines
•    Conduct training particularly in the domains of governance and management, Health Management Information Systems (HMIS), Monitoring, Evaluation, Accountability, and Learning (MEAL), Development and adoption of SOPs and technical guidelines and other critical domains identified through the assessment as essential for ensuring effective and sustainable service delivery, including conducting pre and post training assessments, collecting feedback from participants and documenting knowledge and skills improvements. This will also include supporting organizations in establishing or refining policies, procedures, and systems in line with recognized best practices and sector standards.
Provide structured follow-up support and coaching, and develop practical tools and reference materials (e.g., guidelines, checklists, SOPs) to support knowledge retention and ongoing learning, ensuring that skills and systems introduced during training are embedded into organizational practice.

Monitor application of skills, disseminate manuals, SOPs, guidelines, and checklists, and provide recommendations for further capacity development.
