The Senior Operations Officer is a key member at the Supply Chain & Operations Department and has the overall responsibility for procurements under Supply Chain & Operations Coordinator supervision to manage and support all RI activities in NES and its programming procurements. He/ She will provide support and systems to ensure smooth and effective procurement operations that include multiple sectors and donors.

AUTONOMY AND COMPLEXITY

The Senior Operations Officer reports directly to the Supply Chain & Operations Coordinator and is responsible for effectively managing and overseeing the procurement in NES, managing staff, and providing other support to the SCO team as requested.


 

Support Supply Chain & Operations Coordinator to coordinate and facilitate procurement strategy.

• Support in ensuring that RI procurement procedures and policies are introduced and adhered to throughout

RI operational areas in NES, briefing, training, and supporting all relevant staff as required.

• Support the delivery of the program supply chain through the implementation and maintenance of effective

order management systems.

• Follow up and support partner staff to oversee, assess, and conduct procurement, ensuring that partners are

practicing the standard policies and procedures. Arrange on-job training for partner’s staff on procurement

in coordination with focal points in Supply Chain & Operations Dep. Conduct random checks of the

procurement files of the partners, provide inputs and arrange training and meetings to improve the gaps

identified from the review as capacity building.

• Participate in developing the procedures and policies for the management of the supply chain mainly in

procurement.

• Follow up on audit findings, develop procurement improvement plans and constantly review the Internal

Controls Checklist.

 

·      Procurement:

• Responsible with the procurement team for ensuring that all procurements are carried out in accordance

with the RI procurement guidelines, internal controls, and donor requirements and that procurement files

for documentation should be created, updated, and maintained.

• Deliver the program supply chain by setting up effective order management systems.

• Ensure procurement plans are implemented well, with any delays or challenges to be communicated to

relevant stakeholders promptly.

• Develop and update the supplier database/register for NES in each field office, ensuring this database is

supported by carrying out new market assessments.

• Under the guidance and supervision of the Country Supply Chain & Operations Manager, contribute to

establishing FWAs for each office/base for the key procurements.

• Centralize the program supply chain by setting up effective order management systems including preapproved,

preferred suppliers and framework agreements in coordination with SCO Coordinator.

• Ensure that the supply chain is appropriate and cost-effective, based on budget, markets, infrastructure,

nature of the programs, and need for timely delivery.

• Make sure that compliance requirements are fully adhered to.

• Capacity building for procurement staff.

• Working in coordination with finance staff on Cash tracking system.

• Follow SCO staff for Operations PRs and requesters and work closely with SCO Coordinator for spending

plans.

• Provide SCO coordinator with analysis of planned procurements with inputs, challenges and general

feedback.

• Any other tasks assigned by the line managers.

 

·      Others:

• Ensure full coordination with WH and program team to ensure the quality of procured items matches the

agreed specifications when stored at WH or delivered at HFs .

• Ensure that transport services are cost-efficient and reliable.

• Make sure that all vehicles have the required tools to make sure that the related contracts are conducted

and in line with our standards.

• Review and update tracking sheets and give feedback to the Supply Chain & Operations Coordinator and

relevant staff.

• Ensure and follow up on regular maintenance at the RI premises.

• Follow up and coordinate the required admin needs and related functions for RI’s premises.

• Comply with all relevant policies and procedures with respect to child protection, health and safety, equal

opportunities, and other relevant policies.

·      Visit field offices and activity locations on a regular basis and work with field staff to identify operational

needs and ensure that issues are raised with the Supply Chain & Operations Coordinator, Department leads,

and other staff.

·      Provide feedback through regular performance evaluations and ensure staff is held accountable in

accordance with the Human Resource policies.

Essential criteria:

·      At least 2 years’ experience in supply chain management, mainly procurement, preferably with NGOs.

·      Excellent computer skills (Excel, Word, etc)

·      Good reporting and analysis skills

·      Solid knowledge and understanding of practical Supply Chain and Operations procedures and maintaining

·      supply pipelines in areas with weak infrastructure.

·      Strong organizational, interpersonal, and communication skills.

·      Ability to identify and communicate potential problems and propose solutions to the level of management

·      and then effect change.

·      University Degree in a related field such as Business Administration, Business Management, Engineering,

·      or University degree where scientific branches are preferred, or equivalent in working experience.

·      Must be able to function effectively in complex work environments, set appropriate priorities and deal

·      effectively with numerous simultaneous requirements.

·      Impeccable integrity and demonstrated commitment to humanitarian principles and standards

·      Fluent in Arabic.

·      Good in English.

·      Progressive team management and leadership experience.

·      Donors’ regulations.

Desirable criteria:

·      Familiar with USG and ECHO guidelines.
