The primary objective of this position is to manage and supervise the Mental Health and Psychosocial Support (MHPSS) component of the project currently being implemented by MDM in Northeast Syria. The role focuses on ensuring the delivery of high-quality MHPSS interventions that are responsive to population needs and aligned with the IASC MHPSS Guidelines.

The MHPSS Manager will oversee the implementation and ongoing supervision of MHPSS activities and staff, enhance the integration of MHPSS within medical services, and coordinate with relevant sectors and stakeholders to promote a holistic and integrated response. The role also involves close coordination with implementing partners and supported health facilities to provide technical support and capacity building, including the preparation and facilitation of training sessions as needed.

In addition, the MHPSS Manager is responsible for monitoring the quality and effectiveness of MHPSS activities, ensuring adherence to MdM protocols and international guidelines. The MHPSS Supervisor will report technically to the MHPSS Manager and administratively to the Field Manager and will serve as the line manager for the MHPSS Officer/s. 

Projects management:

  • Planning and implementation of MHPSS activities in accordance with project objectives, timelines, and donor requirements.

  • Ensure all MHPSS interventions are aligned with the IASC guidelines and MdM protocols, maintaining a high standard of quality and relevance to community needs.

  • Monitor progress of MHPSS activities at the field level, identifying gaps, challenges, and opportunities for improvement, and proactively address them in coordination with relevant teams.

  • Collaborate with the medical team to ensure effective integration of MHPSS into Primary Health Care services and support a multidisciplinary approach.

  • Contribute to project design and proposal development by providing technical input based on MHPSS needs assessments and analysis of field data.

  • Participate in the collection, analysis, and reporting of project data and indicators, supporting evidence-based programming and decision-making.

  • Coordinate with other sectors (Health, GBV, Protection, etc.) and stakeholders to promote a holistic and integrated response framework.

  • Ensure MHPSS services are inclusive and accessible to all individuals, regardless of gender, age, ethnicity, disability, religion, or other factors.

  • Support the development of referral pathways and maintain collaboration with local and international partners to ensure timely and appropriate service delivery.

  • Ensure field-level compliance with MdM's safety and security protocols, reporting any incidents or risks to the Security teams.

Technical Management

  • Provide ongoing technical supervision and guidance to all MHPSS staff to ensure the quality, consistency, and compliance of activities with MdM protocols and donor requirements.

  • Lead efforts to strengthen the capacity of Local Health Authority (LHA) staff through targeted training and mentorship, promoting sustainable MHPSS service delivery.

  • Design and facilitate relevant training sessions for MHPSS staff, as well as selected medical and non-medical personnel, covering topics such as identification and management of MHPSS-related conditions, community-based psychosocial interventions, other priority topics related to mental health and psychosocial support

  • Deliver regular on-the-job training, as well as individual and group supervision for MHPSS LHA staff at least twice per month.

  • Organize and lead team meetings with MHPSS LHA staff, involving partner organizations as needed to support coordination and harmonization of efforts.

  • Prepare and present periodic MHPSS program reviews at the base level, in collaboration with medical teams, to assess progress, identify challenges, and recommend improvements.

  • Support recruitment and onboarding of MHPSS staff assigned to Primary Health Care Centers (PHCCs), ensuring proper technical evaluation during the hiring process.

  • Ensure that all MHPSS activities under your supervision adhere to MdM’s logistical and administrative procedures, including compliance with procurement, HR, and reporting protocols.

  • Collaborate with the data officer to review and analyze morbidity data related to MHPSS services and ensure timely submission of findings to the MHPSS Manager.

  • Use collected data to support the preparation of accurate and informative monthly MHPSS reports.

  • Provide technical inputs to the MHPSS Manager for donor and HQ reports, ensuring that the information reflects program quality, achievements, challenges, and implementation progress.

  • Submit detailed monthly and weekly reports to both the Field Manager and MHPSS Manager, including information on activities conducted, staff supervision, trainings delivered, and assessments carried out, using standardized reporting templates.

  • Report key observations and feedback from Primary Health Care (PHC) visits, including any concerns related to service delivery, team dynamics, or security.

  • Ensure proper documentation, monitoring, and reporting of all MHPSS activities to facilitate learning, accountability, and continuous improvement.

  • Supports the MHPSS Manager and/or attends and represents MdM in MHPSS technical meetings and workshops whenever requested.

  • Represent MdM before local authorities and local actors involved in the implementation of MHPSS, Health, GBV, and Protection programs when called upon.

  • Maintain regular contact with other MHPSS NGOs and organizations through meetings, trainings, and workshops.

  • Ensure assessments and service mapping are updated in the areas under his/her responsibility.

  • Conduct team meetings with MDM technical teams and PHCs medical and MHPSS teams. 

  • For any external communication with other INGOs, partners, and HQ, always contact the Field Manager, MHPSS Manager, and/or the NESCO. 

  • Keep the MdM team informed of any issues related to logistics and HR through the Field Manager, involving the relevant departments.

  • Provide verbal and written translation when necessary.

  • Participate in internal meetings.

  • Report any HR issues to the line manager and assist in resolving team conflicts by actively involving HR coordination.

  • Perform any other MdM-related tasks assigned by the technical supervisor and line manager.

Qualifications and Requirements:

  • Bachelor’s degree in psychological and mental health sciences (general psychology, counseling, Clinical Psychology, psychiatric nursing, mental health…philosophy). 

  • Training of trainers or helpers (TOT/H) certificates in PM+SH+, CBT, IPT, mhGAP, PFA and similar evidence-based interventions. Effective team player with excellent interpersonal and collaborative skills.

  • Proven experience in clinical and psychosocial support and strong understanding of MHPSS and protection issues. 

  • Demonstrated experience in supervisory roles, including staff support supervision, capacity building, team mentorship, and leadership.

  • Strong intrapersonal skills: emotionally self-aware, stable, and able to manage personal emotions to avoid negatively impacting others.

  • Proactive in managing personal mental health; understands the importance of self-care and recognizing signs of burnout.

  • Capable of working under pressure, meeting tight deadlines, and adapting to dynamic environments.

  • Skilled at managing and reprioritizing tasks based on changing contextual needs.

  • Fluent in English (spoken and written); native fluency in Arabic and Kurdish.

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

  • Flexible, adaptable, responsive, and able to anticipate challenges.

  • Strong organizational and time management abilities.

  • Competent in computer use and reporting tools.

  • Clear and calm communicator, able to convey information effectively and respectfully to team members.
