The purpose of this officer position is to provide ICLA legal services in support of NRC protection case management for complex cases which require both legal and protection elements as well as draft case studies and effective provision of legal protection services within their area of operation. 

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated ICLA project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  6. Promote and share ideas for technical improvement

 

 

Specific responsibilities 

  1. Provide ICLA support to NRC Case Management beneficiaries who are unable to claim or realize their legal rights following NRC ICLA procedures.
  2. Assess the need for provision of financial assistance to vulnerable IDPs to cover administrative or legal fees, or transportation allowance to attend administrative or court proceedings.
  3. Input and update collected data and information into ICLA’s database and other case management tools and periodically disaggregate and analyze data gathered during legal assistance activities to identify trends.
  4. Regularly produce case studies, in coordination with NRC Case Management officer, on common legal protection scenarios occurring to highlight complex challenges faced by beneficiaries with join legal and protection needs.
  5. Attend internal case management meetings to review, assess and track all supported cases.
  6. Work closely with the Protection team to assess the needs under legal services, provide the needed support, and follow-up with the relevant parties on individual cases which have been referred.
  7. Participate in developing the needed assessment tools, conduct community mobilization and focus group discussion along with the Protection team aimed at identifying the needs of vulnerable populations to understand their perceptions of service provision.
  8. Compile up-to-date information on relevant Civil Documentation & Housing, Land and Property (HLP) Laws, procedures, focusing on associated protection concerns.
  • Submit monthly progress reports on activities highlighting any technical or operational successes.
  • Any other task relevant to the position as requested by the line manager. 

 

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

  • Strategy and Program Development: ICLA Project Manager and Protection from Violence (PfV) Program, and Development Manager (PDM)
  • Implementation: ICLA Project Manger
  • Area operations: ICLA Project Coordinator
  • Support Services: Field Officer Support team (logistic, Human resources, finance, Access and Security).
  • Monitoring: Information Management officer and MEL team
  • Staff Capacity Building: PfV, PDM and Human resources Technical Officer

  • Good knowledge of English (in addition to Arabic), both written and verbal.

 

 

Context/ Specific skills, knowledge and experience: 

 

  • A University degree in Political Science, Law, International Laws or any relevant studies.
  • Minimum of 2 to 3  years’ experience in egal assistance activities, preferably LCD and/or HLP laws, procedures and practices operative in Syrian humanitarian context.
  • Familiarity with Protection principles and standards, preferably with knowledge of/experience in child protection, GBV, and minority rights.
  • Proven skills and experience in case management and conflict resolution.
  • Strong ability to organize work, meet deadlines, maintain composure, work independently and with limited direct supervision and prioritize work under pressure, coordinate multiple tasks and maintain attention to details.
  • Ability to maintain confidentiality, respect, non-discrimination, and safety of client at all times.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Computer Literacy, especially in Word, Excel, Power Point and Outlook.
  • Good knowledge of data protection standards.
