
The PMC Officer is responsible for ensuring the safe, efficient, and compliant management of pharmaceuticals and medical consumables across UPPsupported health facilities. Working under the direct supervision of the Health Coordinator and in close coordination with the Health team the Logistics Department, the position ensures that all PMCrelated activities adhere to UPP standards, national regulations, donor requirements, and Good Storage and Distribution Practices (GSDP). The role supports forecasting, warehousing oversight, supplychain coordination, quality assurance, and capacity building of partner staff.
A. Forecasting, Inventory Management & Warehousing
• Ensure proper storage of pharmaceuticals and medical commodities, including coldchain items, in line with GSDP standards.
• Maintain consolidated stock records and ensure alignment with warehouse inventory.
• Produce monthly forecasting for pharmaceuticals and consumables based on consumption trends and program needs.
• Conduct monthly physical inventories and verify quantities at every delivery.
• Lead monthly consumption monitoring and ensure coordination with medical and logistics teams.
• Track PMC indicators and provide data to MEAL for reporting.
• Maintain and improve the electronic inventory control system for pharmaceuticals and consumables.
• Conduct regular field visits to health facilities to verify stock on hand, consumption patterns, contingency stock, and functionality of medical equipment.
• Ensure proper warehouse and pharmacy setup, security, and compliance with UPP procedures.
• Follow up on pharmacy requests with partner warehouses and ensure timely reception of supplies.
• Assess UPP and partner warehouses for compliance with quality standards and storage requirements.
• Draft and submit donation and loss reports to the Logistics Manager.
• Maintain strong collaboration with partner warehouse managers.
• Support continuous quality improvement of the PMC supply chain.
B. Capacity Building
• Provide technical support and regular supportive supervision to partner pharmacists and warehouse teams.
• Deliver periodic onsite training on pharmaceutical management, storage, and documentation.
• Monitor pharmacists’ performance and identify training needs.
• Develop refresher training plans based on priorities.
• Support pharmacists in daily data entry, requisition processes, and remote followup when needed.
C. Procurement Support
• Support local sourcing of pharmaceuticals and medical commodities in line with UPP QA standards.
• Review and draft PMC purchase requests to ensure technical accuracy and alignment with program needs.
• Support procurement in defining specifications and evaluating pharmaceutical tenders.
• Support vendor prequalification processes.
• Ensure proper archiving of all PMCrelated documents.
D. Supply Chain Coordination
• Strengthen the medical supply chain system by contributing ideas and recommendations for improvement.
• Ensure timely and adequate supply of PMC to UPPsupported facilities in coordination with Project Managers and Technical Advisors.
• Report shortages or supply chain issues promptly to the Health Coordinator and Logistics Manager.
• Coordinate with partner warehouse teams and UPP logistics staff to ensure readiness for incoming shipments.
• Participate in regular coordination meetings with logistics, medical, and program teams.
Education
• Bachelor’s degree in Pharmacy (Mandatory).
• Additional training in supply chain management, public health, quality assurance, or humanitarian logistics is an asset.
Professional Experience
• Minimum two years of experience in pharmaceutical management, medical supply chains, or healthfacility pharmacy operations.
• Experience with NGOs or humanitarian health programs is strongly preferred.
• Demonstrated experience in inventory management, forecasting, coldchain handling, and GSDPcompliant warehousing.
• Experience in capacity building, supervision, or training of pharmacists or warehouse staff is an advantage.
Technical Skills
• Strong knowledge of pharmaceutical storage standards, GSDP, and quality assurance procedures.
• Proficiency in inventory management systems, electronic stock tracking tools, and MS Excel.
• Familiarity with procurement processes, tender evaluation, and technical specification drafting.
• Ability to analyze consumption data, calculate AMC, and prepare accurate forecasts.
