The Sub-National Mine Action (MA) Coordinator, seconded by Humanity & Inclusion (HI) in Syria, facilitates principled coordination among mine action partners. They will support effective, principled and coherent Mine Action coordination at area level. It ensures local MA activities are harmonized, data-driven informed by community realities, and aligned with national AoR priorities and humanitarian response plans to protect civilians. The coordinator represents the Mine Action AoR, not their organization, and maintains neutrality, independence and impartiality. It is to be considered that as reset is on the way within humanitarian architecture, the incumbent might be required to perform different and additional duties in relation to the protection clusters, alike broaden the scope of implementation of the role.

• Reports and Accountable to: Mine Action AoR coordination team
• Interacts with: Works closely with MA partners, authorities and local coordination structures
• External: Donors, local and international actors.
1. Mission 1: Operational implementation
Representation & participation
· Represent the MA AoR in ISCG, AHCT and Protection sub-national coordination.
· Provide updates on contamination, casualties, operations and access.
· Ensure Mine Action perspectives are represented in area-level decisions.
· Ensure support and coordination with the protection cluster
Facilitation of sub-national MA coordination
· Convene and facilitate regular MA coordination meetings.
· Circulate agendas, notes and action points.
· Identify gaps, duplications and emerging risks.
· Mainstreaming Disability & Inclusion with the MA partners, guaranteeing that Victim Assistance and community-based protection safely integrate the needs of people with disabilities and vulnerable groups.
Two-way information flow
· Maintain regular communication with the national MA AoR.
· Share local developments, access constraints and authority requests.
· Disseminate national guidance back to field partners.
Technical & strategic support
· Support integration of MA into humanitarian response and area-level planning and analysis.
· Provide risk information to other sectors (Protection, Health, WASH, etc.).
· Gather and share operational data to support in the prioritization of Non-Technical Surveys (NTS), clearance activities, and urgent hazard marking
Humanitarian principles & conduct
· Uphold neutrality, impartiality, accountability and transparency.
· Maintain separation between coordination duties and organizational operations.
· Declare and manage conflicts of interest.
Incident & crisis reporting
· Notify national AoR of major incidents/accidents, contamination or urgent requests.
· Consistently track contamination trends, explosive ordnance (EO) incidents, and operational access constraints to ensure mine action is represented in area-level protection and early recovery strategies
· Support rapid liaison with partners when needed.
SCOPE AND BOUNDARIES OF THE ROLE
· The coordinator contributes to collective coordination and does not have operational authority. They do not direct partner operations,
· influence donor decisions or replace national authorities. The emphasis is on cooperation, coherence and representing MA needs.
TIME COMMITMENT
· Attendance at ISCG, AHCT and Protection sub-national meetings.
· Monthly MA coordination meetings.
· Ongoing communication with national AoR and partners.
