The Program / Department / Team (Program / Department Summary)
The Mercy Corps Monitoring, Evaluation, and Learning Department is responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high-quality reports and proposal development. The Mercy Corps Monitoring, Evaluation, and Learning Department ensures program activities aligned with donor regulations as well as Mercy Corps’ internal policies and procedures. S/he will be responsible for planning, coordinating and managing the data collection in the field, as well as assist and supervise the M&E assistants.
The Position (General Position Summary)
The Monitoring, Evaluation and Learning (MEL) Field Officer will work with the Mercy Corps program team as well as our local partner organizations to oversee and ensure the collection of quality M&E data for the program. The M&E Officer will be responsible for supporting the Monitoring, Evaluation and learning team to oversee the monitoring of the project, lead the data collection of regular and annual field based household and group interviews, preparing M&E field weekly plan and monthly progress reports, support on managing, training and follow up with the M&E field teams inside Syria.
Monitoring and Evaluation
● Ensure Monitoring and evaluation activity implementation is on time using effective M&E tool to reach desired objectives.
● Draft a lessons learned and success stories on the project as per department needs
● Coordinate monitoring and evaluation activity with local partners, local council or program team.
● Complete translations of the documents as per department needs.
● Draft and Circulate the M&E field team monthly progress report.
● Other duties as assigned.
Data management
● Actively participate in household identification and verification of households that participate in the programs.
● Collect data in the field as well as comparing data records to CommCare and ONA records and support in the data cleaning and the analyzing process.
● Perform spot checks on the team’s data collected.
● Collect data via surveys, focus group discussions, key informative interviews, as well as follow-up on evaluations for various initiatives under the program.
● Data entry and data archiving for all monitoring and evaluation documents and its activities
● Monitor prices on the local market monthly.
● Collect the data collection debrief notes and circulated with the relevant team members.
Team Management
● Develop the capacity of the team, deepen understanding of their roles and assist with career development.
● Assist team members with information, tools and resources to improve performance & reach objectives.
● Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on one and performance reviews.
● Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
● Complete administrative papers for the department, such as asset needs, office supplies and other relevant duties.
● Support the QEL Manager in managing the field team, including the weekly plans.
● Hire, orient and lead team members as necessary.

● Communicate effectively and professionally representing Mercy Corps.
Security
● Ensure compliance with security procedures and policies as determined by country leadership.
● Proactively ensure that team members operate in a secure environment and are aware of policies.

● Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
● Assist and follow up with monitoring and evaluation field assistants’ activities related to Community Accountability and Response Mechanism.

Accountability
Reports Directly To: Monitoring, Evaluation, Accountability and Learning (MEAL) Manager
Works Directly With: M&E team, CARM team, Projects officers, Field team leaders, Casual labors, Finance and operations teams, other team members and volunteers.

Minimum Qualification & Transferable Skills
● Bachelor’s degree in management, statistics, economics, social science or related field, ideally working in a humanitarian or development context is required.
● At least 3 years’ experience in monitoring and evaluation.
● Good understanding and skills at data management.
● Strong computer literacy with a full knowledge of MS Office applications.
● Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
● Strong team coordination, listening, and consensus building skills.
● Fluent in spoken and written Arabic with good knowledge of English.

Living Conditions / Environmental Conditions
The position is based in one of the current projects locations and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
