The role of the FSL worker is to support the implementation of the Livelihood & Resilience Program. S/he will be responsible for community mobilization, field monitoring and data collection at field level. He/she will be reporting to FSL Officer. Under the guidance and direct supervision of FSL Officer, the FSL worker will ensure program implementation activities are organized systematically in coordination with community leaders and other counterparts. He/she will assess, implement and monitor Infrastructure Projects in AL-Hasaka Governorate, make assessment for the infrastructure, supervise the implementation, be the focal point and the connection between the contractor and organization, monitor the post implementation stage as well.
Project Planning and Preparation:
Draft and develop BoQ, technical specification sheets with strong coordination with technical department, and evaluation criteria for FSL infrastructure interventions
Support and select materials according to the local market, Consider materials and systems suitable to the project requirements
Ability to develop operating and maintenance plans.
Prepare detailed quantities tables and report them directly to the line manager
Monitoring and Supervision:
Do the technical check for items received during the procurements process.
Monitoring and tracking rehabilitation activity of infrastructure assets to be up to date and reporting to them directly
Prepare drawings and details and all the technical aspects needed for rehabilitation interventions
To monitor progress of activity implementation by contractors.
Monitor the quality of work done under your supervision and their adherence to BoQ and the specification sheets
Project Implementation:
To act as a clear communication channel between the organization’s FSL program, contractors and report to the line Manager of any blocking points.
Report on the implementation of activities as per specific program and donor requirements.
Ensure that work procedures and relevant standard operating procedures (SOPs) are understood and being carried out throughout the implementation.
Sharing of daily progress information with supervisor
Support in FSL activities material distribution, handover and other tasks as required by supervisors
Post implementation monitoring requirement check lists and reports
University degree or diploma in Civil engineering or relevant.
Exposure to northeast Syria programming
Understanding of reporting documentation and donor rules and regulations a plus
Experience in working in rehabilitation and construction more than 5 years.
Competence performing technical reports, BoQ, Quantity tables and drawings
Fluency in written, spoken Arabic and good English is advantage.
An ability to present concise reports, reflecting the problems and possible solutions
Experience working on electronic data (e.g using excel sheet on laptop)
Excellent communication and interpersonal skills
A sound understanding of the importance of gender and participation in humanitarian work
An ability to work effectively under stress in emergency situations
Good computer program skills (esp. Excel, Word, Power Point)
