Accountabilities

·       Carry out the functions and tasks associated to his/her speciality, i.e. perform as a nurse, midwife, labtech and anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience. I

·       Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.

·       Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

·       Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.

·       Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.

·       Give feedback/ reports to medical focal point

Northeast Syria (NES) remains a protracted armed‑conflict setting with a volatile security and operational environment. The region continues to experience population displacement, mass‑casualty incidents, and recurrent infectious disease risks, including recent cholera and measles outbreaks. MSF delivers medical services in close coordination with local health authorities. Projects operate through a combination of incentivized/local DoH staff and MSF teams, requiring strong coordination, capacity‑building, and co‑management approaches.

Key Responsibilities

Infection Prevention and Control (IPC) – Core Responsibility

• Lead the implementation of Stepwise Infection, Prevention and Control (SIPCA) across all PHCC sites.
• Develop, implement, and monitor IPC action plans with PHCC staff and responsible focal points and take corrective actions when needed.

Clinical Quality & Patient Care

• Ensure universal precautions and MSF clinical standards are respected at all times.
• Safeguard patient autonomy, confidentiality, and ethical care.
• Support the medical team in defining nursing care objectives and implementing clinical guidelines.
• Act as referral focal point, ensuring appropriate referral, follow‑up, and coordination.

Team Management & Capacity Building

• Organize and coordinate team activities: rosters, leave planning, absences, and daily task allocation.
• Conduct regular performance evaluations of MSF-contracted nursing staff.
• Participate actively in medical meetings, ensuring nursing concerns and observations are represented.

Pharmacy & Medical Equipment Management

• Supervise the dispensary and medical equipment, including weekly orders, storage conditions, and inventories.
• Ensure rational use of medicines and materials.
• Ensure medical and logistic orders are proportional to needs, avoiding stockouts and preventing expiries.

Reporting

• Ensure proper daily and weekly collection of medical data.
• Contribute to monthly medical report (MMR) and other required reporting.
• Support data quality by coordinating with registrars and medical teams.

Miscellaneous

• Support daily operations and carry out exceptional or urgent tasks when needed to ensure service continuity.
