The Safety & Security Officer is responsible for ensuring the safety and security of staff, assets, and operations within the organization’s area of responsibility. This role includes implementing security protocols, assessing risks, coordinating with local authorities, and responding effectively to incidents to maintain a secure and safe working environment. The officer plays a key role in promoting a culture of safety, preparedness, and compliance across all levels of the organization.

 

•Security Planning & Implementation 

  • Develop and implement site-specific safety and security plans in alignment with organizational policies and donor requirements. 

  • Ensure all staff are aware of and comply with safety procedures and emergency protocols. 

  • Monitor and follow up the political, social, economic and cultural developments that have an impact on the protection environment. 

  • Follow up the media and communications about the security and safety situation in Syria.

 

•Risk Assessment & Mitigation 

  • Conduct security assessments and identify safe havens for emergencies and develop precautionary measures to mitigate risks and strategies to be followed.

  • Conduct security assessment, threat analysis and risk assessment when required.   

  • Conduct regular risk assessments and security audits to identify vulnerabilities. 

  • Recommend and implement mitigation measures to reduce exposure to threats. 

 

•Incident Management & Reporting 

  • Respond promptly to security incidents, ensuring proper documentation and reporting to relevant stakeholders. 

  • Lead investigations into security breaches and recommend corrective actions. 

  • Mapping areas of conflict and potential threats, evacuation plans and checkpoints. 

 

•Coordination & Communication 

  • Develop and strengthen mechanisms for peace, safety and security promotion among the communities.

  • Conduct regular formal and informal consultations with refugees and their leaders on the mechanisms and strategies for increasing collaboration in monitoring, reporting and responding to their safety and security concerns. 

  • Liaise with local authorities, community leaders, and other humanitarian actors to maintain situational awareness and coordinate responses. 

  • Serve as the focal point for all security-related communications within the organization. 

  • Coordinate with Local Authorities to facilitate tasks for staff and vehicles movement. 

  • Maintain regular contact with field staff. 

 

•Training & Capacity Building 

  • Organize and deliver safety and security training sessions for staff, including fire safety, evacuation drills, and personal security awareness.
  • Build the capacity of watchmen and other security personnel through regular coaching and supervision. 

 

•Monitoring & Supervision 

  • Supervise watchmen and ensure proper coverage of all entry/exit points and sensitive areas. 

  • Monitor the functionality of security equipment (e.g., fire extinguishers, alarms, radios) and ensure timely maintenance. 

 

•Documentation & Compliance 

  • Prepare the incidents and weekly reports highlighting objectives and achievements and impact on beneficiaries in accordance with approved guidelines and donor formats. 

  • Provide a brief summary of critical events in the region, when needed. 

  • Reporting on risk classification and accidents of all kinds by 4W. 

  • Maintain accurate records of incidents, visitor logs, and security reports. 

  • Ensure compliance with internal policies and external regulations related to safety and security. 

 

•Emergency Preparedness 

  • Develop and update contingency plans for various emergency scenarios (e.g., fire, armed conflict, natural disasters). 

  • Coordinate emergency response drills and ensure readiness of staff and resources. 

  • Preparing appropriate recommendations for the challenges and security obstacles. 

 

  • Any other duties as required. 

 

 

  • University degree in Law, International Law, Political Science, or a related field, or any equivalent degree that qualifies the candidate for this position.
  • Minimum of 3 years of professional experience working with international non-governmental organizations (INGOs).
  • Proven experience in training, capacity-building, and facilitating learning initiatives.
  • Proficiency in English and Arabic, both written and spoken.
  • Strong knowledge of Microsoft Office applications.
  • Experience working with web-based systems and digital platforms.
  • High standards of ethics, integrity, and professionalism.
  • Excellent communication, negotiation, and presentation skills, with the ability to convey information clearly and concisely.
