The Civil Engineer is responsible for planning, designing, supervising, and monitoring MdM’s construction/Rehabilitation activities in NES (e.g., water networks, sanitation facilities, solarpowered pumping systems, health facilities, shelters, and community infrastructure) in compliance with technical specifications, quality standards, and project objectives.
Under the supervision of the Logistics Coordinator, the Civil Engineer will be responsible for the
Conduct rehabilitation assessment of all PHCs in MdM NES area of operation and produce a detailed BoQ for the procurement process.
MdM NES Support local health structures through the rehabilitation of the selected PHCs, based on the needs assessed by a civil engineer as well as the action plans defined for each PHCC, rehabilitation work will be provided to the structure, including WASH facilities and water supply, as well as waste management systems. In addition to creating a hygienic and safe environment, ensuring privacy, MdM will consider the needs of particularly vulnerable population groups, such as accessibility for PWD.
The civil engineer will be performing autonomously, specific advanced construction works and ensuring the daily management on the worksite involving all activities needed to resume building activities, according to the supervisor’s instructions and the organization protocols, standards and procedures, to ensure proper functioning and maintenance of the organization installations and infrastructures.
He/She will support the design, implementation, and supervision of construction activities under MdM’s humanitarian and development programs. The role focuses on ensuring that construction works meet international standards, donor requirements, and local regulations, while contributing to the organization’s mission of improving access to essential services such as water, sanitation, shelter, health, and education.
Technical & Project Implementation
- Conduct technical assessments, site surveys, and feasibility studies.
- Develop designs, drawings, and Bills of Quantities (BoQs).
- Prepare technical specifications and tender documents.
- Supervise contractors and monitor construction works.
- Ensure compliance with SPHERE, INGO, and donor standards.
Project Management
- Support the Project Manager in planning and monitoring.
- Monitor budgets, timelines, and resource use.
- Provide technical inputs to donor reports.
Capacity Building & Coordination
- Provide training to engineers, communities, and laborers.
- Liaise with local authorities and stakeholders.
- Collaborate with logistics, procurement, and MEAL teams.
Monitoring, Evaluation, and Reporting
- Ensure quality assurance for works.
- Maintain accurate documentation and reports.
- Support lessons learned and evaluations.
- Any other constructions and maintenance work in MdM – NES Guest Houses and Offices as requested by the supervisor.
Required Qualifications and Experience

Education: Essential Civil Engineer profile bachelor’s degree in civil engineering (BA in civil engineering) or related field

3–5 years of INGO/UN/humanitarian experience.

Strong experience in WASH/shelter/infrastructure projects.

Knowledge of project management (PMP) and community mobilization.
Skills and Competencies

Proficiency in AutoCAD, Civil 3D, WaterGEMS, SewerGEMS.

Strong knowledge of SPHERE and donor standards.

Excellent communication and leadership skills.

Fluency in English; Arabic is an asset.

Proficiency in CSI package (Etabs, Sap,afe).
