The Protection Officer (PO) will support NPA and its partners in Raqqa and other project locations in the implementation of protection-related activities across the sub-sectors of Gender-Based Violence (GBV), Child Protection, General Protection, and Mine Risk Education (MRE). This includes providing technical assistance, daily follow-up, implementation oversight, and support in monitoring and evaluation of project activities. The role also contributes to advancing the principles of UN Security Council Resolution 1325, ensuring that interventions are technically sound, aligned with international and NPA standards, and responsive to the needs of beneficiaries in target communities across Northeast Syria.

 

The PO will work under the technical leadership and day-to-day supervision of the Gender, Protection, and Empowerment (GPE) Coordinator and with overall guidance from the Head of Office-Program Manager. The position entails regular coordination with relevant technical and management units, including NPA’s grants and finance teams, to ensure effective project planning and delivery. The PO will also serve as a key liaison with local partners to ensure quality implementation and joint accountability.

 

This position is based in Raqqa, Northeast Syria, with frequent travel to Deir ez-Zor, and other operational areas as needed.

General description:

 

Under the direct supervision of the GPE Coordinator, the position holder will be responsible for coordinating and monitoring the project 'Restoring Dignity and Rebuilding Lives for Integrated Protection in Northeast Syria', in alignment with NPA’s overall strategies, plans, and policies

 

Specific description

  1. Follow up with NPA partners on a daily basis and provide support, coaching, and mentoring to ensure the quality implementation of project protection activities on the field level.

  2. Weekly/Daily visits and regular travel to project sites to provide technical and implementation support to NPA partners in Raqqa, Deir ez-Zor, and other locations when needed.

  3. Support partners in identifying urgent protection cases for Individual Protection Assistance (IPA) and ensure safe referrals for multiple sectors are processed timely and safely

  4. Support partner/s in effectively and timely implementing General Protection, SGBV, and Child Protection case management services and approaches.

  5. Support community-based protection mechanisms, including Community Protection Committees and PeaceAlert/EWER early warning system, through coordination with NPA’s other program teams 

  6. Provide technical support and guidance to key protection staff and social workers of the partner/s,  through weekly meetings, regular field visits, development and follow-up of work plans

  7. Collaborate with MEAL to ensure SADD disaggregated data and feedback trends inform program improvements, and monitor project activities and progress in close cooperation with local partners and facilitate the work of the NPA MEAL Team where and when needed.

  8. Seek partners’ feedback and ensure issues in the implementation of the projects are red-flagged and reported to the line manager. Be proactive in recommending adjustments and adaptations of the project’s activities.

  9. Co-facilitate capacity-building trainings in coordination with the line manager

  10. Support partners in maintaining a safe and confidential record-keeping system and making sure referral of cases are confidential, safe and in a timely manner. 

  11. Responsible for the consolidation of monthly verification reports. Submit monthly narrative reporting, reflecting main achievements and challenges about partners’ projects

  12. Represent NPA in events such as conferences and stakeholder meetings in Raqqa and Deir ez-Zor governorates and other areas, as delegated by NPA management. Support relationship-building by facilitating, liaising, and maintaining effective communication with a range of local stakeholders, including other NGOs and UN agencies.

Required qualifications:
Education:

Must have: 

  • University degree in Social Science, Psychological Counselling, Law, or other relevant educational degree.
Experience:

Must have:

  • Minimum of 3 years of proven experience in development programming and project management in one or more sectors: Protection, Sexual and Gender-Based Violence (SGBV), Mental Health and Psychosocial Support (MHPSS), Child Protection, or Women's Empowerment.
  • Direct experience in case management within at least one of the following sectors: GBV, Child Protection, or General Protection.
  • Strong reporting and documentation skills.
  • Previous experience working with NGOs or INGOs in humanitarian or development contexts.
  • Fluency in both written and spoken Arabic and English is essential.
  • Excellent computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and data entry tools

  • Self-driven with integrity, initiative and ability to think and work independently
  • Strong communication, networking and interpersonal skills
