Mission
The Deputy Country Coordinator will be a member of the Senior Management Team, with overall responsibility for Program departments including Programs, Advocacy and Communication, Health and MHPSS units. He/she will ensure a smooth, efficient, pertinent and high-quality implementation of MdM intervention in NES in line with its mandate and donor and legal requirements and procedures. This role facilitates internal coordination with technical and support departments, contributes to strategic planning and donor engagement, and plays a key role in external representation and partnership development
Operating in volatile and complex environments, the person ensures program continuity, supports security management, and will act as Interim Country Coordinator when required.
Geographical scope of intervention
The position will be based in Raqqa - NES with frequent travels to the Hassakeh, Kobani, etc. permitting security situation. The position can be relocated to different governorates/regions as per need and/or security situation of the context.

The Deputy Country Coordinator – Head of Programs will report to the Country Coordinator.
Team under his/her direct supervision: MEAL Co, Med Co, MHPSS Co.
Functional links: Field Managers, Logistic Coordinator, and Technical Advisors at HQ level.
Planning, management, and monitoring of actions:
• S/He will assist the Country Coordinator in the development of MdM's intervention strategy in NES and the alignment of the mission with MdM Spain's positioning and vision documents.
• S/he will be responsible for ensuring the smooth and effective implementation of programs by strengthening internal processes, facilitating seamless coordination between departments, optimizing the use of resources, ensuring compliance to internal and donor policies/procedures and proactively anticipating operational needs in a rapidly evolving context.
• Serve as the focal point for the overall management and coordination of multiple donor-funded projects focused on improving access to primary healthcare for crisis-affected populations in NES.
• Coordinate closely with project teams to ensure timely, efficient, and high-quality implementation of activities in line with approved proposals and donor requirements.
• Ensure compliance with donor regulations and internal standards by disseminating guidelines, providing support to field teams, and monitoring adherence throughout the project cycle.
• Oversee the achievement of project objectives, indicators, and deliverables, ensuring timely and qualitative implementation while addressing any deviations or challenges proactively.
• Work in collaboration with the finance department to ensure accurate financial planning, tracking, and reporting for each grant in accordance with donor guidelines.
• Ensure that the intervention is always in line with MdM mandate, values, standards and internal rules and regulations, and coherent across different areas of intervention.
• Contribute to the development and adaptation of harmonized Monitoring, Evaluation, Accountability, and Learning (MEAL) tools and approaches across projects to support evidence-based programming.
• Integrate cross-cutting themes such as gender, protection, and accountability throughout the design and implementation of all interventions.
• Identify and escalate implementation risks or delays in a timely manner, propose corrective actions, and support teams in realigning project activities where needed.
• Lead the coordination, drafting, and timely submission of narrative reports, project modifications, donor communications, contracts, and audit documentation, ensuring consistency and quality.
• Ensure exit strategy is integrated in the project design and follow-up during implementation to ensure sustainability of the response.
• Support the finance team in the preparation and submission of financial reports aligned with narrative components.
• Maintain close coordination with logistic department to ensure the key inputs for all the projects are available on timely basis.
• Organize and lead key project management meetings, including grant kick-off, periodic review sessions, and lessons learned workshops to promote continuous learning and performance improvement.
• Lead the drafting of interim and final narrative reports, ensuring consistency with financial and monitoring data, and guaranteeing timely and high-quality submission to donors.
• Consolidate programmatic information for the development of progress reports, incorporating critical analysis of achievements, challenges, and lessons learned.
2. Context analysis, needs assessment and strategic planning
• To ensure a close monitoring of the humanitarian situation and coordinate ad-hoc needs assessment if necessary and provide monthly updates.
• Provide monthly updates of the humanitarian situation in the areas of intervention and alert if necessary to adjust the operational approach.
• Be proactive in suggesting new assessments and new programmatic developments to adjust program portfolio to existing needs.
• Develop and rolling out the mission strategy based on prior needs analysis, actors mapping, gap analysis and understanding of MdM programmatic added value and mandate.
• Lead the identification and formulation of new project proposals, including participatory assessments, logical frameworks, and technical narratives."
• Coordinate the preparation of new project proposals in line with MdM's strategy, prioritizing integrated, evidence-based approaches that address identified needs.
3. Coordinate and oversee MdM programs
• Ensure quality program implementation, in line with MdM mandate and guiding principles & inform the Country Coordinator of any specific difficulties and share propositions to mitigate the risk.
• Lead to the development of the general strategy on MdM programming activities. S/he will oversee ongoing projects to ensure technical quality, and that the implementation responds with the expected results. S/he will identify and develop new project opportunities to address emerging needs and explore additional areas of intervention in response to the evolving emergency context.
• Ensure the various components of the programs are consistent, integrated and aligned with population needs.
• Support the program team in the identification of partners (when needed) and development of healthy and complementary partnership in adequation with MdM values & principles.
• Monitor expenditure and budget compliance on a regular basis, ensure clear budget forecasts are revised monthly based on activity plan, report any concerns to the Country Coordinator and develop plans to mitigate any under or over expenditure.
• Ensure regular communications are maintained between the different departments involved in the programs, ensure all logistics and administrative needs for project implementation are communicated to the support team and planned within budget and chronogram of activities in compliance with MdM processes and procedures and act as a mediator when necessary.
• Ensure the secure archiving and storage of the project's technical information (indicators, list of beneficiaries and sources of verification) and compliance with donor guidelines.
4. Team Management
• Responsible for the recruitment of the team under her/his direct supervision.
• Carry out appraisals as per MdM standard requirements and procedures.
• Manage his/her team through information, setting objectives, monitoring activities, etc.
• Maintain close coordination with various coordinators (technical and support) through regular meeting, information sharing, develop a good team dynamic and take suitable action in case of problem.
• Ensure communication lines of the organizational chart and among the program team are respected.
5. Monitoring and Reporting,
• Ensure that a clear and solid M&E framework is in place at mission level, with regular assessments, surveys and a robust complaint & response mechanism.
• Ensure development of detailed implementation plan for each project in collaboration with relevant team members and coordinators and review/revised regularly.
• Ensure detailed retro-planning exists for development of concept notes, proposal, reporting, etc. updated and shared regularly with all relevant stakeholders.
• Ensure that all needed data of the programs are collected timely and analyzed.
• Carry out a quarterly review of programmatic performance based on the monitoring framework and available indicators, and to set up corrective measures if needed.
• Contribute to the organization / realization of external evaluation when requested.
• Contribute to the elaboration of MdM monthly report.
• Lead the writing of concept notes, proposals, reports.
6. Meetings, coordination and representation
• Organise, on monthly basis, meetings with the technical program team and ensure action plans.
• Actively participate in MdM coordination meetings and other ad hoc meetings decided by the Country Coordinator.
• In collaboration with technical coordinator ensure that MdM program team participates in the relevant coordination meetings.
• Participate and lead external coordination meetings with other health actors and or partners.
• Develop constructive collaboration with authorities, such as LHA/HoA/DoA etc.
• Support the Country Coordinator in case of donor field visits or meetings.
• Ensure all administrative requirements necessary for project implementation are fulfilled, including timely development and renewal of Memorandums of Understanding (MoUs), regular reporting, and participation in coordination meetings with relevant authorities. MoUs must be developed with clearly defined and mutually agreed obligations from the outset to prevent misinterpretations and ensure smooth project execution. Any required amendments or updates to these agreements should be carried out swiftly to maintain full compliance with local regulations. Maintain close and proactive collaboration with Field Managers to stay informed about evolving local policies, procedures, or authorization requirements, and take timely action to adapt administrative processes accordingly.

Required qualifications
Academic: University Degree.
Complementary: Master in Humanitarian Action, Public Health, Gender and / or Development/Social Studies.
Language: High level of spoken and written English. Strong assets:and/or Arabic.
Computer: Advanced office pack user level.
Experience:
• Prior experience at project management and country coordination level mandatory.
• Experience of working in unstable/volatile context.
• Experience of working under pressure environment and managing priorities.
• At least 3 years of experience in a coordination position with similar responsibilities.
• Proven experience liaising with donors.
• Proven experience managing the safety and security of teams.
• Knowledge of the humanitarian environment and international donors
• Planning and project management.
• Proven experience managing teams of more than 3.
Desirable:
• Experience in the Middle East context.
• Experience of working with health sector organizations.
• Experience in remote management techniques.
