Blumont is seeking to build a pool of Syrian technical experts to provide direct technical assistance in one or more of the following technical areas: social cohesion, youth development, mental health and psychosocial support and stabilization for current and future programs in Syria. The role involves designing, planning, implementing, and monitoring activities to ensure high quality programming. The technical experts will work in sensitive and complex humanitarian and security contexts. The experts will work closely with Blumont’s teams including the community mobilization team, case workers, community leaders, area/camp managers, program managers, and technical teams to develop and implement activities.

 


 

The technical expert(s)will provide technical expertise in one or more of the following sectors:

·       Social Cohesion

o   Conduct assessments to identify the driving factors of conflict and potential entry points for interventions in conflict prevention, community engagement, and social cohesion.

o   Engage with key stakeholders—including community leaders, parents, teachers, and trusted caregivers—to gather insights into community interests, needs, and concerns.

o   Provide technical input on the design and implementation of social cohesion and community engagement activities, such as community dialogue sessions, conflict mitigation skills training, and peacebuilding initiatives.

o   Facilitate consultations and participatory assessments that promote trust-building, emotional regulation, and reintegration among displaced persons, returnees, and host community members.

o   Develop community partnerships with youth initiatives, local mentors, and vocational centers to expand the range of positive engagement opportunities. 

·       Stabilization:

o   Conduct participatory assessments and consultations with youth, women, community leaders, and local authorities to identify community priorities, challenges, and opportunities for engagement.

o   Facilitate the development and implementation of high-impact programs that support stabilization, including essential service provision, community participation, and social cohesion.

·       Mental Health and Psychosocial Support (MHPSS)

o   Contribute to the design, development, and implementation of activities that promote psychosocial support and enhance the well-being of the targeted population.

o   Support social workers and counselors in conducting intake assessments for individuals and families and assist in developing tailored care plans.

o   Design and facilitate group psychosocial support (PSS) sessions for men and women to increase awareness of mental health and well-being.

o   Contribute to the planning and delivery of awareness sessions on various mental health and psychosocial support (MHPSS) topics.

o   Coordinate with case managers and social workers from the Protection team to ensure effective service provision, follow-up, and appropriate referrals to other PSS activities.

o   Participate in multidisciplinary team meetings, case conferences, working groups, workshops, and thematic training sessions as required.

o   Identify and contribute to addressing capacity-building needs related to mental health and psychosocial support.

·       Youth Development:

o   Lead the design and implementation of youth engagement curricula that promote positive behavior change, conflict resolution, and community engagement.

o   Design and implement age-appropriate and culturally relevant engagement activities, such as sports, arts, life skills, vocational skills, and peer mentoring. 

o   Incorporate trauma-informed psychosocial support into the curriculum and toolkits.

o   Create safe and supportive environments that foster healing and growth for vulnerable and conflict-affected youth.

o   Collaborate with protection agencies and organizations to strengthen referral pathways for children affected by sexual violence.

o   Ensure adherence to duty of care and safeguarding standards

 


 

·       Education: Degree in Social Sciences, Psychology, Social Work, Education, International Development, Political Science, Community Development or relevant field.

o   MHPSS Position - a university degree in psychology or counseling with psychotherapy, clinical or counselling psychology work experience. Minimum of 1 year of relevant work experience in psychosocial support/psychological consultation.

·       Minimum 3–5 years of experience working with vulnerable, conflict-affected, or high-risk populations in Syria

·       Demonstrated experience in community engagement and consensus building

·       Experience implementing reintegration or rehabilitation programs for at-risk youth

·       Familiarity with international humanitarian or development standards (e.g., INEE, MHPSS-IASC Guidelines). 

·       Familiarity with donor-funded projects (e.g., EU, FCDO, GIZ, UN, U.S. State Department)

SKILLS:

·       Language skills: Arabic or Kurdish required. English language proficiency preferred.  

·       Organizational and Technical: Strong organizational and time-management skills with proficiency with computer literacy (e.g., Microsoft Office Suite).

·       Program Development: Capacity to design and implement structured, engaging social cohesion, community engagement, and youth activities (sports, arts, vocational training, etc.) that promote connections and build positive relationships from diverse backgrounds. 

·       Conflict Mediation and De-escalation: Trained and/or experienced in resolving tensions and facilitating positive peer interactions. 

·       Youth-Centered Communication: Strong interpersonal and communication skills tailored to adolescent needs and sensitivities. 

·       Trauma-Informed Practice: Understanding of the impact of trauma and the ability to apply trauma-sensitive approaches in working with at-risk or radicalized youth. 

·       Cultural Competence: Deep understanding and demonstrate sensitivity to local cultural, religious, and social dynamics

·       Monitoring & Evaluation: Ability to track engagement and progress using appropriate tools and indicators. 

·       Team Collaboration: Experience working with multidisciplinary teams (e.g., social workers, psychologists, educators, and security personnel). 

·       Safeguarding and Protection: Knowledge of child protection policies, do-no-harm principles, and safeguarding protocols.
