OBJECTIVE OF THE POSITION:

The Regional Grant Officer strengthen the organization’s resource mobilization and donor engagement efforts by

ensuring the development of high-quality, timely, and competitive project proposals. She/He is also responsible for

producing accurate, consistent, and punctual reports to donors, ensuring transparency and accountability. In addition,

the Regional Grant Officer ensures compliance with donor contractual obligations throughout the project cycle. Finally,

she/he supports the country teams in institutional communication and contributes to building and maintaining strong,

strategic relationships with donors.

Reports to: Regional Program Development Manager

Interacts with:

Internally: Country/Deputy/Area Managers, Project Managers, Regional and National Specialists, Regional and

national Finance/HR/Logistics/MEAL managers

Externally: Donors, local and international actors


 

Responsibility 1: Ensure high quality and time effective development of project proposals

 Coordinate with the RPDM and HQ for NOFO guidance and donor pre-requisites;

 Plan and coordinate the proposal development process: manage the retro-planning for submission

including ARCI and coordination with external stakeholders (HQ and National Associations - NAs), clarify

and support compliance to donors’ requirements, facilitate kick-off meetings, ensure time-effectiveness

and respect of submission deadline;

 Ensure coherence between operational aspects, MEAL, technical approaches, and budgeting;

 Provide guidance/support to the writing of projects’ proposal narratives, ensuring compliance to donors’

instructions, priorities, and specificities;

 Guarantee the final quality of the projects’ proposal, both in terms of content and formalization;

 Guarantee the completeness and final compliance of the proposal package submissions;

 Coordinate and submit requests for projects’ amendments or modifications when required

 Update the CRM to monitor proposals and opportunities

 Ensure systematic, timely and effective archiving of the proposals

Responsibility 2: Ensure timely and high quality reporting to donors

 Prepare and update in due time an internal reporting retro –planning for the reporting deadlines and

 follow up with project teams.

 Verify donor templates and requirements and share them with the team members in charge of writing

 the reports

 Liaise with country missions, HI head office and national associations for any inquiries related to donor reports (templates, requirements…)

 Review narrative donor reports and annexes (comparison with proposal and past reports and matching

 with the financial report), prior to submission.

 Mobilize internal resources, such as technical specialists, for the review of the reports when required

 Ensure reports are submitted in due time and via the designated modality (including submitting online

 when required).

 Ensure systematic, timely and effective archiving of the reports on the Teams channel as well as on CRM

Responsibility 3: Ensure adherence to contractual obligations with donors

 Attend new projects kick-off meeting and present donor compliance requirements and regulations

 Actively participate in Project quarterly review meetings (PQRs) to remain updated about the progress with

the implementation of donor compliance requirements.

 Support the team on contractual issues and link with headquarters / partners: contracting process with

partners and questions on donor rules, in line with HQ compliance and risk unit and IPOs (if relevant) – as

per the DFI general JD

Responsibility 4: Assist the team in institutional communication and donor relation

 Support in the development of internal and external communication materials (sitrep, factsheets…)

 Support the Regional Program Development Manager in tha analysis of the changes in donor strategies

followed by the country team (funding strategies, funding areas, list all funding partners (institutional or

private)

 Support in the organisation of donor field visits and accompany them.

Responsibility 5: Provide support to the Regional Development Department team in other areas as required

according to specific needs, such as but not limited to

 Designing and delivering training sessions on reporting and donor compliance for relevant staff (Project

Managers, Area Managers, etc.)

 Designing and delivering training sessions on proposal development for key team members (Project

Managers, Area Managers, Operations Managers, etc.)

 Supporting induction, capacity building, and knowledge sharing for new colleagues to ensure alignment

with regional standards

 Leading and facilitating process harmonization across the region, particularly in light of the Regional–Syria

office integration, including adapting tools and workflows as needed

 Ensuring clear communication and coordination between teams to promote shared understanding,

consistency in practices, and a smooth transition during the merger process


 

 Bachelor degree in social sciences, development/ humanitarian sector, communication, Languages or

management and any other relevant filed

 Minimum 2 years’ experience in proposal’s design and donor reporting and compliance within INGOs.

 Good understanding of development and humanitarian sector and its relevant donor

 Experience in working in emergency context and development contexts “Preferable”

 Very good knowledge of the Project Cycle Management framework “Preferable”

 Knowledge of and experience within HI ““Preferable”

 Advanced writing capacities in English,

 Excellent organizational and time management skills.

 Advance knowledge of Microsoft Office (Excel, Word, Power Point, Access)

 Adapting communication and messages to various intercultural environment.

 Proactive, shows initiative/entrepreneurial.

 Working as part of a team/network, cooperating.

 Ability to give and receive constructive feedback; discussing with multi-disciplinary teams, working as part of a

network and collaborating.

Initial contract will be for a period of 8 months – with possibility of renewal based on the Mission financial coverage.


 

For Jordan: Basic Salary Range: 1,192–1,340 JOD, based on relevant experience.

For Syria Mission: Benefits Package: As per the Syria national package applicable to positions based in Syria.
