The Emergency Health Officer (EHO) supports the Emergency Health Specialist (EHS), Primary Healthcare Specialist, and Health Coordinator (HC) in strengthening emergency health services in Raqqa. The role focuses on enhancing emergency medical care, referral mechanisms, and preparedness capacities across the Ambulance and Referral Unit and targeted PHCCs in Raqqa Governorate.The EHO contributes toimplementation, and monitoring of emergency response activities, ensuring alignment with national standards and humanitarian bestpractices.



 

EMERGENCY SYSTEM STRENGTHENING

• Map and design emergency services and referral pathways across Raqqa, including analysis of existing systems and coordination with actors involved in emergency response.

• Support the development and operationalization of an effective referral system, ensuring coherence between ambulance services, PHCCs, and secondary care facilities.

SUPERVISION & MONITORING

• Provide supportive supervision to the Raqqa Ambulance and Referral System, including oversight of the operations desk.

• Monitor and evaluate emergency referrals, analyze data trends, and identify areas for improvement.

• Ensure ambulances and emergency units maintain operational readiness, coordinating with logistics teams on supplies, equipment, and maintenance.

CAPACITY BUILDING & TECHNICAL SUPPORT

• Deliver technical assistance and capacity-building activities for medical staff to strengthen emergency response competencies.

• Ensure adherence to global and national guidelines, protocols, and quality standards in emergency medical care.

EMERGENCY PREPAREDNESS & RESPONSE

• Support the development and updating of Emergency Preparedness and Response Plans (EPRP), including protocols for outbreak response and mass-casualty events.

• Integrate lessons learned from past emergencies into preparedness planning at the level of Health Management Committees.

COORDINATION & REPRESENTATION

• Build and maintain strong relationships with key stakeholders, including the Directorate of Health (DoH), INGOs, and other partners at area and central levels.

• Participate in coordination meetings related to emergency health services.

REPORTING

• Prepare and submit weekly and monthly technical reports summarizing activities, achievements, challenges, and recommendations.

ESSENTIAL REQUIREMENTS

• Syrian nationality.

• Fully completed medical qualification (doctor or nurse).

• Minimum 2 years of medical experience in health services management or humanitarian health programs in Syria, including emergency response.

• At least 2 years of experience managing health services and/or emergency programs in Syria.

• Demonstrated technical expertise in emergency medical care, disaster risk reduction, or emergency preparedness planning.

• Fluency in Arabic and English.

• Full-time availability and commitment for the duration of the project.

• Ability and willingness to travel across different regions as required.
