The role of the FSL Program Officer is to facilitate the implementation of the FSL Program and reporting to the women empowerment and value chain Coordinator. S/he will be responsible for facilitating the implementation of FSL activities within the overall livelihoods program of organization in Deir Ez Zour governorate. S/he will need to regularly co-ordinate and communicate with staff and partners, in order to ensure the effective implementation of programs. FSL programming in NES will include support for agriculture value chains, Support to productive asset building & protection (agriculture, livestock), small & medium enterprise development, income generation activities in addition to support the implementation of partner activities within Dier Al Zor governorate. The program officer will also focus on cash transfer programs (including cash for work, as well as cash for specific livelihoods interventions). The FSL program officer is expected to have technical skills and experience in Value Chains and Agriculture as well as other livelihoods interventions and follow up with partnership.
Developing Bills of Quantity (BoQ) and specifications for project items.
Submit procurement requests and participate actively in procurement committees
Perform technical check on samples to ensure quality and compliance
Prepare and manage necessary financial and procurement documentation (GRN, VPF, payment documentation), and coordinate with finance for timely payments.
Developing Term of reference (TOR) and Scope of work (SOW) for consultancy and preparing curriculum when needed.
Close coordination with procurement team, acting as the FSL program’s focal point for smooth operations and delivery.
Contribute to activities planning within partner.
Participate in coordination meeting with local authorities (OAO-local council-head of commin).
Kick off the program activities with local community and affiliated stakeholder.
Develop and utilize registration tools for data collection.
Conduct Data collection activities, including beneficiary registration, market assessments, and RNAs.
Conduct regular visits to partners to monitor progress, provide support, and ensure adherence to objectives and indicators.
Conduct frequent filed visits to assigned locations and follow up with beneficiaries.
Close coordination and strong support to MEAL team to ensure smooth monitoring process to FSL activities.
Documents the case studies and success stories along with FSL programming.
Adress and manage incoming requests via the CRM system, receive the CRM tickets and respond to program related inquires.
Handle community conflict management and conduct consultations during project design phases.
Supervise the FSL team including the casual workers and workers in Deir AL Zor.
Conducted needed appraisal to supervised staff.
Conduct community mobilization activities, including awareness and sensitization meetings
Conduct regular meetings and provide project updates to community stockholders and obtain needs approvals
Signing MOUs with related stakeholders.
Engage with local communities during village identification and project inception stages
Maintain close coordination with partners to oversee logistics, finance, OSU, MEAL.
Organize training sessions and capacity-building workshops for partners, covering FSL interventions like agricultural practices, cash assistance, and market assessments.
Provide technical responses to filed issue related to livestock value chain and coordinate analysis (can be outsourced)
Ensure direct coordination between partners within the same operational areas.
Prepare and submit internal monthly reports.
Provide the needed information and data for completing the ITT.
Review and validate partner inputs in monthly reports to ensure accuracy and timelines.
Upload all projects related documents to SharePoint.
Bachelor’s degree in agriculture or any other related field (Priority will be given to Agriculture education)
Technical experience with agricultural, value chains restoration, community development, cash transfers, and/or other livelihoods interventions
Some practical experience and/or contribution of Agriculture background.
Excellent communication, writing and documentation skills.
English language is a mandatory
Ability to organize and facilitate training sessions.
Ability to develop capacity building frameworks and work plans.
Solid experience and skills in negotiation and relationship brokering.
Strong understanding and application of diversity principles
Exposure to northeast Syria programming a plus
Understanding of reporting documentation and donor rules and regulations a plus
Experience with M&E and data systems.
Experience in program management cycle.
Experience in partnerships with local NGO.
