Reporting to the Project Supervisor, the Disaster Risk Reduction (DRR) Officer is responsible for supporting the project teams (HI and partners) in the field of Disaster Risk Management along all phases of the project cycle management, but with focus on projects’ implementation and monitoring.
S/he will be responsible for disaster risks management activities lead by our org aiming to enhance the capacities local partners and early warning systems in place in implementation and improve the preparedness to mitigate risks faced by vulnerable communities. S/he will be responsible on reviewing the secondary data, assessing the needs, and sharing and discussing findings with emergency preparedness and response stakeholders at community, local and cluster level to improve their preparedness plans to be more sensitive for them. Coach community base organizations (CBO), and local partners to develop their own personalized preparedness plans and support the training of volunteers.

Mission 1: Support the development of tools for the project implementation and contribute to the capacity building of the partners teams.
· Regularly update HI’s and its partners emergency preparedness and response plans
· Plan, support, coordinate, and review the capacity building activities targeting emergency volunteers, including delivery training
· packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc.).
· Ensure tools are tested and validated by HI technical referent before implementation and that the team and partners are
· capacitated to apply them.
· Train and provide coaching to project partners and relevant actors and stakeholders on the methodologies and tools.
· Support in building partners’ technical competencies whenever needed.
· Provide regular reporting to the Project supervisor in the field of expertise.
· Contribute in designing, development, production and distribution of effective social communication/Inclusive Education
· Communication Materials (IECM) related to the DRR/DRM and the project
· Develop the IECM of Key Messages
· Facilitate and provide relevant technical experience to project and partner teams in terms of inclusive disaster risk management
· not limited to coaching, mentoring, guidance and consultation services on tools and on field.
· Training of emergency volunteers on developing the personalized contingency and evacuation plans
Mission 2: Support the implementation of project activities.
· Lead the HI’s and its partners DRM steering committee
· Lead the activation of HI’s and its partners response plans at the time of emergency response
· Provide thematic feedback in the areas of inclusive DRR and DRM actions
· Contribute to carry out studies, baseline, and terms of reference, project reviews as per the frame of Project requirements
· Follow up and support partners’ contingency stocks and follow up the remplissement process and its inventory reports
· Support and follow-up the partner team in the implementation of their activities.
· Conduct field visits (verification and follow-up) to project candidates to identify potential project beneficiaries,
· Support BNFs to assess, identify and develop their households’ contingency plans.
· Support the provision of technical training to enhance their contingency preparedness
· Provide ad-hoc support to the team during tools use including field coaching
· Support, review and validate the development of the list of items/tools/materials needed for emergency preparedness
· and response actions.
· Maintain effective coordination, collaboration within different HI Projects, stakeholders, clusters, government counter parts
· and the implementing partners.
· Conduct regular field visits to project areas to provide feedback and support to the teams and partners.
· Conduct community awareness campaigns including social media campaigns to raise awareness on risks identified
Mission 3: Contribute to project monitoring, lessons learning and reporting
· Collaborate with the PM and MEAL to develop tools to collect data to track and measure the progress of indicators and to analyze the collected data.
· Collect data in relation to core tasks and contribute to the measurement of the progress made,
· Support the Project Supervisor and technical team in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention,
· Contribute to the identification of good practices under the project,
· Coordinate and monitor partners’ performance.
· Identify gaps, risks and deviations in activities, tools and information and propose solutions and improvements relating to project progress.
· Develop case studies, fact sheets and success stories to illustrate changes induced by the project and for communication use,
· Contribute to planning and producing activity reports,
· Contribute to the preparation and implementation of the project quarterly review,
· Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination documents.
· Facilitate the field implementation of project’s evaluations and of research.
· Ensure proper documentation, filing, and archiving project records, training materials, assessments, and lessons learned.

Education and Experience :
· Bachelor’s degree in business administration, Economic, environmental engineering or any fields related to Project Management, Disaster Risk Reduction, emergency preparedness. A degree in international law / development will be a plus.

Experience:
· 2-3 years’ professional experience in the humanitarian field (WASH - Peace building – vocational training and livelihood).
· 2 years of experience in disaster preparedness, emergency response, and recovery.
· Familiarity with humanitarian aid and logistics.
· Proven Training facilitation skills in related fields.
· Proven experience in Community mobilization & stakeholder engagement
