The Main responsibilities
Undertake technical shelter assessments of unfinished buildings and partially damaged homes in informal settlements and host communities, capturing high-quality and consistent data into the assessment tool with support from the Structural Engineer Assistant
Undertake the calculation and dimensions on the site for the proposed scope of works, preparing the designs.
Carry out preliminary verification of HLP (Housing, Land, and Property) during the registration of households/owners.
Support the Structural Engineer Assistants to secure rehabilitation agreements (MoU) between the organization and relevant parties (Households occupying the shelter, shelter owner, school establishments and local authorities).
Conduct daily site-monitoring visits to assess and supervise the progress and quality of construction activities; ensure adherence to COVID mitigation measures and Health and Safety standards.
Highlight any issues and examples of good practice to the Structural Engineer assistant and the Shelter team.
Prepare supporting documentation and archiving including support of design development.
Ensure the highest standards of accountability by ensuring good communication and information sharing within and outside the organisation.
Ensure accurate messaging to programme participants in relation to the organization, its programme activities, and its accountability mechanism.
To promote the use and support of the function of accountability mechanisms, including the community response mechanism (CRM).
Support the M&E team with data collection and assessments based on the organization guidelines.
Actively participate in the preparation of weekly programme plans and process updates.
Technical support to WASH and Education teams
Provide assistance to the WASH/Education in civil engineering works required for ongoing water station/network/tower rehabilitation activities/NFEs rehabilitation, in line with the WASH and Shelter Clusters’ minimum standards
General
To adhere to the standards of conduct outlined in the the organization Code of Conduct and its Associated Policies
To contribute to the establishment of preventive measures to reduce the potential for abuse in the organization programmes
Support the organization’s work in Syria by undertaking other tasks as appropriate and required.
To undertake other programme activities when requested by the Structural Engineer Assistant and Officer.
Essential Requirements
Degree in Engineering (civil engineering, construction engineering or architect engineering) or relevant degree.
Previous experience in construction and/or shelter rehabilitation or other relevant private sector construction experience, at least one year.
Excellent communication skills in Arabic, fair-spoken English
Willingness to travel regularly to project sites and to supervise on-site construction activities on a daily basis.

Desirable Requirements
Good written and spoken English
Previous experience in humanitarian organisations
Experience in monitoring construction and managing contractors
