  1. Ensure the use of existing monitoring, evaluation and learning (MEL) processes with the Education team and collaborate with the Area Office and Country Office to improve MEL tools to support a responsive and effective programming approach.
  2. Ensure respect of the NRC partnership toolkit procedures, the integration of partners into strategy and programme planning and work with partner staff to build their capacity in programme development, management and monitoring and evaluation within agreed education projects.
  3. Ensure quality control of education activities through the development and rollout of output and outcome level monitoring and evaluation tools, guidelines and procedures.
  4. Support and implement NRC referral mechanism and take proper actions to ensure that the referral system is functioning in the best interest of project participants as per NRC’s referral Standard Operating Procedures (SOPs).
  5. Assess trends and changes in the context and assess the needs of children and youth in order to identify gaps in education service provision and identify ways to better assist people in need.
  6. Oversee and is responsible of Safe and inclusive programming (SIP) guidelines in the NRC’s related activities as per NRC’s guidelines and ensure that all breaches/concerns reported are properly resolved.
  7. Contribute to the development of projects proposals in coordination with relevant staff members.
  8. Closely coordinate with other CCs to maximise on integrated programming.
  9. Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Education team (including supply chain management).
  10. Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.

  • Bachelor's degree in education, social work, or a related field. Master’s degree is an added value.
  • Minimum 3 years of experience from a senior level project implementation position in managing education programmes in a humanitarian/recovery context.
  • Technical CC Education expertise, children, youth, adult and basic education activities are preferred
  • Experience working in complex and volatile contexts.
  • Fluency in English, both written and verbal.
  • Experience with managing youth programs.
  • Excellent written and verbal communication skills.  Demonstrated experience reporting in English. Solid interpersonal and teamwork skills; collaborative approach.
  • Highly approachable, trustworthy and confidential.
  • Strong understanding of INEE Minimum Standards and humanitarian principles.
  • Experience with remote management, camp and informal settlements programming, assessments and project start-ups
  • Experience in local partnership preferred.
  • Arabic language preferred

  • Duty station: Al Hassakah, Syria.

  • Contract: Fixed Term till 31 December 2026. Renewable, based on funding and performance.
  • Travel: 30-40% within areas of operation
  • Salary/benefits: Grade 8 on NRC’s national salary scale
