Duty Station: Raqqa Office, with daily field presence in Sabka, Deir Ezzor countryside, and Tabqa
Line Manager: Shelter and WASH Senior Officer
Field Time: 85% field-based

 

General Description

The Shelter and NFIs Assistant is responsible for direct implementation of shelter and non-food items (NFI) activities in the field. The position requires active engagement in community-level interventions, daily field visits, to ensure smooth execution of planned activities, including:

  • Private shelter repairs in Sabka (Raqqa countryside)
  • Rehabilitation of collective centres in Raqqa and Tabqa
  • NFI distributions in Deir Ezzor countryside
  • Supervise and follow up on Shelter/NFIs field activities, ensuring daily implementation aligns with technical standards and plans.
  • Conduct technical assessments, including BoQ collection, vulnerability scoring, door-to-door registration, and field documentation (photos, GPS, etc.).
  • Verify and collect HLP documentation from targeted households and coordinate with Protection team when needed.
  • Measure implemented works on-site and assist in preparing handover documentation (completion certificates, beneficiary lists).
  • Ensure proper field-level coordination, including:
    • Material delivery follow-up
    • On-site communication with logistics/fleet
    • Daily worker attendance and activity tracking
  • Monitor distribution of NFIs, verifying beneficiary lists, coordinating with community focal points, and ensuring proper documentation.
  • Raise immediate concerns from the field (quality, access, delays, or community feedback) to the responsible Officer.
  • Support in preparing the final handover with the contractors by measuring the implemented quantities.
  • Support in post-distribution or post-rehabilitation monitoring, as assigned.
  • Perform other relevant field duties assigned by the line manager.

  • Diploma or degree in Civil Engineering, Architecture, or relevant technical background.
  • At least 1 year of field experience in Shelter and/or NFI projects.
  • Strong knowledge of field implementation, technical monitoring, and beneficiary engagement.
  • Good communication, coordination, and report-writing skills.
  • Ability to work extensively in remote or hard-to-reach areas.
  • Fluent in Arabic.
  • Strong understanding of humanitarian principles, with ability to work in dynamic environments.
  • PIN could prioritize candidates from targeted areas (Sabka, Tapqa, Raqqa, and Deir Ezzor)
