The Medical Officer is a member of the medical team. This position will work under the direct supervision of the Medical Manager Kobani and assist the Medical Manager in all her/his tasks such as support/coordinate with LHA for implementing and overseeing health and nutrition interventions in all supported PHCs in Kobani governorate, improving the Health Management Information System (HMIS) and pharmaceutical management system, attending all internal and external meetings.

 

Programme development

 

  • Responsible for the implementation, management and supervision of the assigned health projects in line with the activity plan of the project proposal and national and international guidelines.
  • Conduct regular field trips to clinics and other health facilities for support and supervision.
  • Conduct assessments of health facilities  when necessary.
  • Ensure that regular monitoring and evaluation activities are conducted.
  • Ensure the quality of the programme, with reports being made to the relevant field managers.
  • Provide input into the integration of beneficiary participation in all aspects of the project.
  • Oversee the process of data collection to meet the requirements and deadlines set by MdM and external partners. Working closely with the Data officer ensure quality and deadlines for reports and data analysis. 
  • Provide inputs into the development of the country strategy and donor proposals. 

 

Program quality and technical monitoring

 

  • Promote and use the MdM guidelines, protocols and operating procedures.
  • Implement relevant policies and standards relating to health service delivery including WHO and UNICEF standards, Ministry of Health and donor guidelines and other good practice.
  • Participate as requested in MdM internal workshops and training sessions to keep up with changing trends, new guidelines and best practices.
  • Manage the team including recruitment, day-to-day management, development and training, etc. The health team may include certified health staff (e.g. doctors, medical assistants, and nurses), other health staff (e.g. pharmacy assistants, CHW) and support staff.
  • Facilitate regular team meetings with the team, reviewing individual objectives, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback.
  • Provide performance evaluation for medical staff and support coordination with inputs related to work performances.
  • Promote the health and security of the health team by ensuring the application of security guidelines, health and safety in the workplace . 

 

 

 

 Reporting

 

  • Receive morbidity data of implemented services on monthly basis; review; analyse and submit to the medical coordination team.
  • Receive monthly reports from the data/MEAL team.
  • Provide a monthly report to Medical Manager, detailing activities done, supervision, training given, assessments undertaken etc.
  • Submit minutes of the staff meetings done with the teams
  • Report PHC visit feedbacks to the Medical Manager.
  • Support the Medical Manager with donor and monthly situation reports

 

Coordination

 

  • Represent MdM at relevant meetings involving local authorities, UN agencies and other NGOs.
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, MdM in-country health managers and advisors and other relevant stakeholders (e.g. beneficiaries, local and national government officials, UN agencies and other NGOs). 

 

Logistics

 

  • Manage the correct and timely ordering of all necessary medicines, supplies and equipment for the assigned health activities, ensuring minimum stocks are maintained and items are distributed correctly
  • Work closely with the Mission Pharmacist and the Medical Team to monitor rational prescription of drugs, monthly consumption corelated to morbidity data, to ensure that Pharmacy management is done according to international standards. 

 

 

 

 

 

 

                 

Other duties;

 

  • Integrating gender equality measures at field level.
  • Assume the Medical Manager’s responsibilities in case of her or his absence.
  • Any other related duties as may be assigned by the Medical Coordinator.

 

 

Education: Degree in Medicine, Nursing, Pharmacy or other health related degrees. Masters’ degree in Public Health desirable.

Languages: Fluent English (speaking, listening and writing) and fluent Arabic (speaking, listening and writing) are mandatory. Kurdish is an asset.

Experience: At least 2 years of professional experience is mandatory. At least 1 year of experience working with NGO in Northeast Syria in a similar role is mandatory.

Knowledge: Advance computer literacy (Word, Excel and Internet). Advance Excel is mandatory.
