General View of the Position: 

The Programme Coordinator reports directly to the Programme Manager. S/he will ensure projects follow Bahar's policies, local laws, and good communication within the team; Monitor the humanitarian situation and adapt project responses; Manage project documents and budgets, and ensure compliance with donor and Bahar procedures; lead and support the team, including staff well-being, conflict resolution, and professional development; and Reporting on activities to the manager and supporting proposal and donor reports in addition to Representation and Team Management and Capacity Building.



 

Representation:
- Actively engage in representation activities to increase Bahar visibility.
- Participate in cluster/s meetings at national and local level;
-  Liaise with operational and institutional partners at national level (INGOs, NGOs, local authorities), upon the line manager’s request;
- Represent Bahar towards INGOs/NGOs for potential new partnerships;
- Represent Bahar towards donors and other stakeholders;
- Participate in advocacy and communication operations organized by the organization;
Programme Coordination:
- Ensure the intervention abides by Bahar mandate, values, and internal rules; to local cultural and legal rules and regulations;
- Ensure all team members respect Bahar’s policies (Code of Conduct, PSEAH, Anti-Abuse Policy, etc.);
- Contribute to improving/redefining Bahar’s operational strategy and ensure new strategic orientations are taken into consideration and implemented at the field level;
- Ensure good communication–coordination–information level between the various Bahar Programme and team members through regular coordination and bilateral meetings;
- Regular visits to field offices;
- Contribute to improving Bahar partnership strategy & develop, in collaboration with Field & Technical Coordinators, partnership capacity improvement plans & operational guidelines for project implementation;
- Closely collaborate, promote, and facilitate the intervention of the technical staff in order to contribute to improving the quality of Bahar activities;
- Ensure the provision of regular feedback at the field level on key facts and related decisions following analysis of program performance;
- Monitor the evolving humanitarian situation in the country and at the international level, and consider strategic and immediate responses in coordination with the Field Coordinators and the Program Manager;
- Reviewing and finalizing monthly project updates based on information received from the implementation and field team.
- Reviewing when necessary, all project documents, including project proposal, budget, inception meeting documents, monthly updates, interim and final reports
- Draw up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, program, and financial staff;
- Ensure familiarity with donor compliance issues, ensuring all projects are in compliant with donor/s and Bahar procedures;
- Ensure administrative, financial, and logistical Bahar systems/procedures are respected, maintained, and adhered to so that all support functions are carried out effectively and efficiently;
- Responsible for accurate budget control and follow-up and overall responsibility for financial management at the project site in line with project proposals;
Team Management and Capacity Building:
- Ensure strict application and respect of the Internal Regulation by staff under line management;
- Support and advise the team in the implementation of the projects;
- Responsible for the well-being of all team members; conduct regular team building activities; monitor and support stress management, including regular documented team meetings for planning and reporting purposes;
- Participate within the panel in the recruitment of key staff positions;
- Concerned and aware of the personal and professional evolution of each staff member and its development within the mission;
- Ensure conflict resolution (personal and professional) among team members;
- Support staff in their management duty: coordination meetings, individual appraisals, etc.;
- Participate in the regular staff evaluations and training plan;
- Determine any specific need for capacity building related to the position and inform the Program manager.  
- Provide related training to the field team (the method is discussed with the programme manager and HR.  
- Attending related training held by donors, other NGOs, partners, etc. as nominated by the Program Manager.  
- Deliver training to the field teams remotely and face-to-face.
Reporting:
- Receive project implementation and progress reports from the related Field Project coordinator, revise and submit them to the Program manager, and help improve the quality of the reporting draft.   
- Receive and revise M&E reports and act according to their recommendations.  
- Prepare and submit periodic project progress reports to donors (as relevant).  
- Ensure complete, timely, and quality reporting of activities to the Program Coordinator/Manager.
- Provide regular reporting of activities to the line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.);
- Support production of proposals (mainly by defining its content at the operations and technical level) and reporting towards donors and authorities, led by the M&E Coordinator;
HQ and Field Team:
- Provide technical support to the project team at the field level.  
- Liaise between Turkey and Syria teams.  
- Supervise and manage the field teams related directly to the project.
Adherence:
- Reflect the vision and values of Bahar with team members, local staff, beneficiaries, and external contacts.  
- Adhere to all HR policies as per the HR manual and code of policy, including the 4 Humanitarian Principles, Joint Operation Procedures, “Do No Harm” Principles, and data protection. 
- Ensure full completion of any other work and tasks requested by the line manager and/or Program Manager.
- Flag any potential risk to Bahar's reputation, underspending, or overspending to the Program Coordinator.

Experience:

- Bachelor’s degree in a related field (International Affairs, Public Policy, Social Work, businesses administration, etc.)
- Master’s degree preferred.

- Three years minimum as Programme Coordinator or Project Coordinator with an NGOs. 
- 4-8 years related non-profit work experience, preferably in Syrian-Response humanitarian aid and program management.
- Previous international experience in INGO’s.
 

- Only female candidates will be considered for this role. 
- English and Arabic language proficiency: very good (oral and written), B2 for English.
- Proficient using of Microsoft Office (Word, Excel, Outlook) and file sharing software;
- Proficient in computerized accounting systems and strong spreadsheet skills;
- Written and spoken communication skills;
- Interpersonal skills and ability to communicate with people at all levels, motivate others, and change people's attitudes when necessary.
