The Procurement Officer will work closely with various programs and functional units to source and acquire goods and services, ensuring compliance with organizational policies and donor regulations. The role involves conducting procurement activities transparently, efficiently, and effectively, maintaining accurate records, and fostering positive relationships with suppliers and stakeholders. The Procurement Officer will play a key role in supporting the organization's mission by ensuring timely and cost-effective procurement of high-quality goods and services.

Procurement Process Management 
 

  • · Review purchase requisitions, ensuring clarity and compliance with organizational policies. 
     
  • · Procure quality goods and services at the best possible prices and in a timely manner. 
     
  • · Ensure the procurement policy is in place and followed, including all required approvals. 
     
  • · Prepare and issue purchase orders and contracts. 
     
  • · Conduct market research and benchmarking for competitive pricing. 
     
  • · Ensure goods and services delivered meet the required specifications and quality. 
     
  • · Collaborate with various programs and functional units to forecast procurement needs.  
     


 

Supplier Relationship Management 
 

  • · Maintain and update a comprehensive supplier database. 
     
  • · Conduct supplier pre-qualification and evaluation. 
     
  • · Foster and maintain positive relationships with suppliers and vendors. 
     
  • · Negotiate terms and conditions with suppliers to ensure value for money. 
     
  • · Monitor supplier performance and address any issues or discrepancies. 
     
  • · Ensure ethical standards and fair practices are upheld in all supplier interactions. 
     
  • · Explore new supplier opportunities to enhance procurement efficiency. 
     


 

Compliance and Documentation 
 

  • · Ensure adherence to organizational and donor procurement policies and procedures. 
     
  • · Maintain accurate and up-to-date procurement records and documentation. 
     
  • · Ensure safe custody of confidential procurement documents. 
     
  • · Prepare and submit procurement reports as required. 
     
  • · Assist in internal and external audits of procurement activities. 
     
  • · Ensure transparency and accountability in the procurement process. 
     
  • · Conduct regular reviews to ensure compliance with procurement guidelines. 
     


 

Training and Capacity Building

  • · Provide training to staff on procurement policies and procedures. 
     
  • · Keep up-to-date with emerging procurement strategies and best practices. 
     
  • · Develop and disseminate procurement guidelines and manuals. 
     
  • · Offer guidance and support to junior procurement staff. 
     
  • · Stay informed about advancements in procurement technology and tools. 
     



 

  • Bachelor’s degree in Procurement, Business administration, Supply Chain Management, or a related field  
     
  • · Minimum of 3-5 years of experience in a similar procurement role. 
     
  • · Proficiency in MS Office and procurement software. 
     
  • · Proven language proficiency in written/spoken English. 
     
  • · Excellent negotiation and interpersonal skills. 
     
  • · Knowledge of procurement best practices and donor regulations.
