The Monitoring and Evaluation (M&E) Officer is responsible for designing and implementing M&E systems to ensure effective tracking of project progress, outcomes, and impact. This role includes data collection, analysis, reporting, and supporting decision-making to enhance project effectiveness and compliance with organizational and donor requirements..

Main Responsibilities

  • Develop and update M&E work plans and data collection strategies in coordination with relevant teams.
  • Establish and maintain an effective monitoring and evaluation system aligned with project objectives and donor requirements.
  • Design and implement data collection tools, ensuring accuracy, consistency, and continuous updates.
  • Track project performance using defined indicators and provide regular progress reports.
  • Conduct field visits for monitoring activities, verifying data quality, and assessing project impact.
  • Support external evaluators with necessary reports and information.
  • Oversee data management, including collection, cleaning, analysis, and archiving.
  • Ensure beneficiaries are informed about complaint mechanisms and document received complaints.
  • Coordinate with the M&E team in Turkey to align project evaluation results with overall objectives.
  • Extract lessons learned and recommend improvements for future projects.
  • Perform other related tasks as assigned by the direct manager.


  • A university degree in Project Management, International Development, Statistics, Economics, or a related field.
  • A minimum of two years of experience in M&E within the humanitarian or development sector.
  • Strong knowledge of M&E principles, tools, indicator design, data collection, and analysis methodologies.
  • Excellent analytical skills with the ability to prepare clear and detailed reports.
  • Proficiency in data analysis software such as Excel, SPSS, or related tools.
  • Ability to work collaboratively with multiple stakeholders.
  • Strong communication skills and the ability to engage professionally and ethically with local communities.
  • Willingness to conduct regular field visits and work in diverse environments as needed.

Duty Station: Rahma WorldWide office in Damascus, Syria.
