Introduction

The Sub-National Shelter/NFI Sector in Qamishli Hub is led by UNHCR, as the Sector Lead Agency, with People in Need (PIN) as the designated Co-Coordinating Partner under a Memorandum of Understanding. The Co-Coordinator works in close partnership with the UNHCR Sub-National Coordinator to ensure a well-coordinated, strategic, and effective shelter/NFI response in line with the Principles of Partnership and the six core functions of coordination as outlined in the IASC Reference Module.

2. Purpose

To support the Sub-National Shelter/NFI Sector coordination architecture by providing leadership, representation, and technical guidance to sector partners in Qamishli Hub. The Co-Coordinator ensures NGO perspectives are effectively represented, facilitates coordination with national-level structures, and contributes to strategic planning, advocacy, and accountability to affected populations.

3. Roles and Responsibilities

3.1 Coordination and Representation

  • Prepare and co-chair regular Sub-National Shelter/NFI Sector coordination meetings in Qamishli.

  • Represent the sector in relevant inter-sector or area-based coordination forums when delegated by the Coordinator.

  • Ensure inclusive participation of key humanitarian partners, including national NGOs and local actors.

  • Support and, when required, co-chair thematic or technical working groups under the sub-national sector.

3.2 Strategic Planning and Guidance

  • Support the development and implementation of the Sub-National Shelter/NFI Sector strategy, ensuring alignment with the National Sector strategy and Humanitarian Response Plan.

  • Integrate cross-cutting issues (e.g., protection, gender, environment, disability inclusion) into planning and implementation.

  • Contribute to the Humanitarian Programme Cycle, including needs overviews, response planning, and periodic monitoring reviews.

3.3 Information Management, Monitoring, and Reporting

  • Support information gathering and analysis to monitor sector progress against objectives, targets, and standards.

  • Contribute to monthly 4Ws, dashboards, situation reports, and other IM products.

  • Assist in identifying gaps, duplications, and response priorities based on evidence.

3.4 Needs Assessment and Analysis

  • Collaborate on developing and harmonizing needs assessment tools and methodologies.

  • Participate in joint assessments and contribute to the analysis of results to inform the response.

3.5 Technical Standards and Capacity Building

  • Promote and disseminate agreed technical guidelines, policies, and minimum standards for shelter and NFIs.

  • Support partners in contextualizing and applying these standards.

  • Facilitate training or workshops to strengthen partner capacity.

3.6 Advocacy and Resource Mobilization

  • Support advocacy on shelter/NFI needs and priorities with humanitarian leadership, donors, and authorities.

  • Share information on funding opportunities with sector members and support partners in accessing them.

  • Ensure that advocacy messages reflect field realities and evidence.

3.7 Accountability to Affected Populations (AAP)

  • Ensure that coordination discussions and strategies integrate AAP principles.

  • Promote mechanisms for community engagement, feedback, and participation in the shelter/NFI response.

4. Deliverables

  • Regularly updated meeting minutes, partner contact lists, and activity trackers.

  • Contributions to sub-national and national sector reports, dashboards, and situation updates.

  • Updated gap analysis and response priority lists for Qamishli Hub.

  • Documented lessons learned and good practices.

5. Accountability and Working Modalities

  • The Co-Coordinator works in full partnership with the UNHCR Sub-National Coordinator, ensuring joint leadership of the sector in line with the MoU between UNHCR and PIN.

  • The Co-Coordinator is seconded and funded by PIN, operating under PIN’s HR policies, while serving the broader sector in a neutral, non-programmatic capacity.

  • Decision-making authority for the sector remains with the National Strategic Advisory Group (SAG) and UNHCR as the Sector Lead Agency.

6. Skills and Competencies

Essential:

  • Minimum 5 years of humanitarian experience, including in shelter/NFI or related sectors.

  • Strong understanding of humanitarian coordination mechanisms.

  • Proven facilitation, negotiation, and representation skills.

  • Excellent communication skills in English; Arabic desirable.

Desirable:

  • Previous experience in Syria or similar operational contexts.

  • Knowledge of Sphere Standards and other shelter/NFI technical guidelines.

  • Experience in information management tools and data analysis.

7. Review and Duration

  • The ToR will be reviewed at the request of the Sub-National Coordinator or PIN, or at the end of the MoU period.

  • The current ToR is valid from 1 July 2025 to 31 December 2025, in line with the MoU between UNHCR and PIN.
