Overview

 

Cooperative Housing Foundation (CHF) International is a humanitarian organization providing urgent support to the people of Syria. CHF is seeking a professional for the position of Renewable Energy Consultant for a multi-year USAID-funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria. This position reports to the GROW Syria Deputy Chief of Party.

Growing Agriculture and Incomes (GROW) is a five-year agricultural development program funded by the United States Agency for International Development (USAID) and implemented by Global Communities. Soon entering its second year of implementation, the program focuses on improving agricultural productivity, increasing food availability and improving farmers’ incomes and livelihoods. Interventions provide technical services and supplies and other types of value chain development assistance including access to finance, strengthening market linkages and market actors, and other direct assistance to stakeholders in the agricultural sector in non-regime-held areas in NES.

GROW will also address cross-cutting climate and inclusion-related constraints by piloting and scaling market strengthening approaches that generate catalytic, equitable investments and strategic partnerships while advancing localization. As a result of GROW, USAID/Syria will boost private sector-led growth, household resilience and stability.

Position Overview:

The Local Short Term Technical Advisor (STTA)- Renewable Energy Expert will be involved in promoting sustainable and efficient energy solutions within the agricultural sector in NE Syria. This will involve working closely with firms and agribusinesses to integrate solar power systems into their operations, improving energy efficiency and reducing environmental impact.

Technical Support:

The STTA will lead the design and installation of solar power systems, as well as hybrid power sources where applicable, for greenhouse farms, water pumping, cold storage and food processing facilities. This technical support can be carried out through:

  1. Site Assessments:

    • Conduct on-site assessments of Greenhouses farms, cold storage and food processing facilities to determine their energy needs, available space for solar panel installation, and other relevant factors.

    • Collect data on energy usage patterns, peak demand times, and existing energy infrastructure.

  2. System Specifications Development:

    • Based on the site assessments, develop detailed specifications for solar power systems that meet the specific energy requirements of each facility.

    • Ensure compliance with local regulations and industry standards in system design.

  3. Installation Oversight:

    • Collaborate with contractors or installation teams to oversee the implementation of solar power systems at selected facilities.

    • Provide guidance on proper mounting location for solar panels, connection to electrical systems, and safety considerations during installation.

  4. Technical Support:

    • To provide the level of technical knowledge required to design and install hybrid power sources as per the needs of each cold storage facility.

    • Offer ongoing technical assistance to troubleshoot any issues that arise during the installation process.

    • Provide recommendations for optimizing system performance through proper maintenance and operation protocols.

  5. Integration of Hybrid Power Sources (where applicable):

    • Evaluate possibilities for integrating hybrid power sources such as wind or biomass alongside solar power to ensure reliable energy supply in areas with variable weather conditions or limited sunlight.

  6. Quality Assurance:

    • Implement quality control measures throughout the entire design and installation process to ensure that installed systems meet performance standards.

  7. Documentation:

    • Maintain detailed records of site assessments, system specifications, equipment used during installations, as well as any modifications made after system implementation.

 

Capacity Building:

The STTA will provide training and technical assistance to support firms and agribusinesses on designing, maintaining, and operating solar power systems. This capacity building may include workshops, on-site training sessions, or developing training materials to ensure sustainable use of the installed systems. This can be achieved through:

  1. Training Needs Assessment:

  • Conduct thorough assessments to identify the specific training requirements of supported firms and agribusinesses in relation to designing, maintaining, and operating solar power systems.

  • Gather feedback from stakeholders to ensure that training programs are tailored to address their unique needs and challenges.

  1. Customized Training Programs:

    • Develop comprehensive training programs tailored to the diverse needs of supported firms, encompassing topics such as system design principles, installation best practices, maintenance protocols, and operational optimization strategies.

    • Design interactive workshops or seminars that engage participants through hands-on activities and real-world case studies.

  2. On-Site Technical Assistance:

    • Provide on-site technical assistance to guide supported firms in implementing best practices for solar power system design, installation, maintenance, troubleshooting techniques, and safety protocols.

    • Offer personalized mentoring sessions aimed at enhancing the technical capabilities of staff involved in managing solar power systems.

  3. Development of Training Materials:

    • Create bespoke training materials such as manuals, guides, instructional videos, or digital resources that serve as valuable reference tools for ongoing capacity building efforts.

    • Ensure that training materials are accessible across diverse learning preferences and literacy levels within supported firms.

  4. Monitoring & Evaluation Frameworks:

    • Establish robust monitoring mechanisms to track the effectiveness of capacity building initiatives over time.

    • Implement evaluation frameworks that capture feedback from trainees regarding the relevance and impact of training programs on their ability to leverage solar power systems effectively.

  5. Knowledge Transfer Mechanisms:

    • Facilitate knowledge exchange platforms where industry experts can share insights on emerging trends in solar energy technology innovation with supported firms.

    • Cultivate networks for ongoing peer-to-peer learning opportunities among participating organizations within the sector.

Expected Deliverables:

  1. Solar Power System Designs:

- Comprehensive and customized designs for proposed solar power installations, including detailed technical specifications, system layouts, and equipment procurement plans.

  1. Installation Oversight:

- Monitoring and supervision of the installation process at selected facilities to ensure compliance with design specifications, safety standards, and industry best practices.

  1. Training Materials:

- Development of a comprehensive suite of training materials tailored to the specific needs of supported firms, encompassing manuals, guides, instructional videos, digital resources and interactive learning tools.

  1. Capacity Building Workshops/ Sessions:

- Implementation of customized workshops or training sessions aimed at enhancing the knowledge and skills of personnel involved in managing solar power systems within supported entities.

  1. Technical Assistance Reports:

- Regularly updated reports documenting the technical assistance provided to supported entities in areas such as system design guidance, installation oversight feedback, maintenance protocols development etc.

  1. Knowledge Transfer Platforms: 

Establishment of knowledge exchange platforms through expert-led seminars or networking events where participants can gain insights into emerging trends in solar energy technology innovation.

Education:

Bachelor’s degree in electrical, Mechanical, Civil engineering, Renewable Energy Systems, or a related field; master’s degree preferred. Experience can be substituted for a degree in the equivalent of 2 years’ experience for 1 year of education.

Experience:

  • 6 years of relevant professional and demonstrable experience in electrical and renewable energy systems.

  • Proven track record of successfully designing and implementing solar power systems, including experience with off-grid and grid-tied systems in diverse environments.

  • Familiarity with climate-smart agriculture techniques and their integration with renewable energy solutions is highly advantageous.

  • Proven experience collaborating with international non-governmental organizations (INGOs), NGO, UN agencies, local authorities, and private sector entities on solar power projects and climate-smart techniques, demonstrating the ability to work effectively within multi-stakeholder environments.

  • Certification in relevant areas such as solar power design, installation, or project management would be an advantage (From reputable scientific institutions or authorities)

  • Proven experience in conducting on-site assessments to determine energy needs and infrastructure.

  • Experience in designing solar power systems, including developing detailed specifications and ensuring compliance with regulations.

  • Experience in overseeing the implementation of solar power systems, including collaboration with contractors and ensuring safety standards.

  • Experience in providing ongoing technical assistance and troubleshooting for solar installations.

  • Experience with integrating hybrid power sources such as wind or biomass.

  • Experience in implementing quality control measures and ensuring systems meet performance standards.

  • Experience in conducting assessments to identify training requirements and developing and delivering customized training programs.

  • Experience in providing hands-on technical assistance and mentoring.

Skills and Competencies:

  • Analytical Skills: To evaluate energy needs, usage patterns, and infrastructure.

  • Design Software Proficiency: Knowledge of tools like AutoCAD for system design.

  • Oversee installations and ensure compliance with design specifications.

  • Ability to troubleshoot and optimize system performance.

  • Attention to details.

  • Strong communication skills and demonstrated ability to effectively convey technical information to diverse audiences, as well as experience in developing comprehensive training programs for knowledge dissemination and capacity building.

  • Instructional Design: to create engaging and effective training materials.

  • Data Analysis: For monitoring and evaluating the effectiveness of training programs.

  • Networking: Ability to cultivate networks for ongoing learning and knowledge exchange.

LANGUAGES:

  • Required: Fluency in written/spoken Arabic and English.

The ideal candidate should have a solid understanding of renewable energy technologies combined with practical experience in implementing such solutions within an agricultural context while also possessing strong communication skills for effective knowledge transfer to stakeholders within the program's target value chains.
