POSITION SUMMARY: The  Protection Coordinator is responsible for managing all protection programming under the project. This includes overseeing  planning, implementation, quality, and intra-team coordination  in areas of return across four programming locations that include Ar- Raqqa, Deir-ez-Zor, Shadadah and Hasakeh.  The role provides technical oversight, field-level coordination, and supervision of teams delivering  case management, adolescent programming, psychosocial support, outreach, social cohesion, and community rehabilitation plans. Working under the guidance of the Protection Manager, the Coordinator ensures activities are delivered to high standards, are aligned with donor requirements and international guidelines, and are responsive to the needs of children, adolescents, and vulnerable groups. The role also strengthens coordination with partners, builds staff capacity, contributes to program design and reporting, and ensures community-based approaches are effectively implemented.

 

This is a local role; no expat benefits will be provided.

Program Implementation & Quality Oversight

  • Work closely with the Protection Program Manager to develop and implement protection strategies and plans that address the needs of vulnerable populations in Al Hol and Roj camps.
  • Coordinate and oversee implementation of protection activities contributing to durable solutions, reintegration, and peaceful coexistence in return contexts.
  • Ensure protection interventions are responsive to the differentiated needs of returnees, IDPs, women, children, adolescents, and other vulnerable groups.
  • Promote integrated programming linking case management, PSS, adolescent/youth engagement, social cohesion, and community rehabilitation.
  • Adapt SOPs, tools, and referral pathways to reflect evolving return dynamics and field realities.
  • Coordinate, plan, and monitor all protection activities in the program area, including child protection, case management, adolescent programming, and community mobilization, ensuring quality delivery and adherence to donor and internal requirements.
  • Ensure that protection principles, safeguarding standards, and best practices are integrated into all interventions.
  • Oversee the protection portfolio at the field level, identify capacity gaps, technical needs, and opportunities for resource mobilization, and communicate these to the Protection Manager for action.
  • Monitor program progress against work plans and targets, providing technical guidance to ensure quality and accountability.
  • Ensure coherence and complementarity across all protection interventions in the area, promoting integrated approaches and strong linkages between case management, PSS, social cohesion, and community engagement activities.
  • Ensure accurate and timely updating of protection activities in the 5Ws, supporting inter‑agency coordination and donor reporting.

 

Team Supervision & Capacity Building

  • Supervise and provide day-to-day support to Sr. Protection Officers, social workers, adolescent social cohesion teams, and community mobilization teams.
  • Build staff capacity in returns‑based protection programming, social cohesion, protection risk analysis, and conflict sensitivity
  • Build the capacity of staff through on-the-job coaching, technical training, and regular feedback.
  • Facilitate regular coordination between teams to ensure integrated service delivery and effective follow-up of cases.
  • Support staff well-being and morale, recognizing signs of burnout and ensuring timely intervention.
  • Promote adherence to safeguarding policies, ethical standards, and organizational values, ensuring staff are aware of and committed to these principles.

 Coordination & Stakeholder Engagement

  • Represent Blumont in field-level coordination platforms and maintain effective collaboration with partners.
  • Strengthen collaboration with UN agencies, INGOs, LNGOs, community structures, and local authorities involved in return and reintegration responses.
  • Support community engagement initiatives to ensure programs are participatory, inclusive, and locally driven.
  • Collaborate closely with other sectors to ensure protection is mainstreamed into broader humanitarian responses.

 

Case Management Coordination and Oversight

·       Provide expert guidance and supervision to social workers to ensure quality and consistency in case management, assessments, and follow-up.

·       Oversee the development and implementation of case plans, ensuring case follow-up, documentation, and closure are conducted ethically and in accordance with confidentiality protocols.

·       Review complex cases, facilitate regular case conferences, and ensure effective referrals to specialized services such as GBV, MHPSS, health, and legal assistance.

·       Guarantee that all documentation is accurate, confidential, and compliant with Blumont’s Information Sharing Protocol (ISP) and global data protection standards.

·       Contribute to the continuous improvement of case management tools, workflows, and capacity-building initiatives.

 

Program Development, Reporting & M&E

  • Lead the protection component of donor and internal reports, ensuring accurate, timely, and evidence-based reporting.
  • Support the development of activity plans, reports, and inputs for proposals and donor submissions.
  • Contribute to high-quality internal and external reporting, highlighting key achievements, trends, and challenges.
  • Ensure accurate data collection, analysis, and sharing with MEL teams to inform programming and improve quality.
  • Support documentation of lessons learned, best practices, and success stories to inform future program design.

 

Travel Requirements:

·       This role oversees programming across all four governorates targeted in the program (Hasakeh, Deir-ez-Zor, Ar-Raqqa, Shadadah). The Protection Coordinator will travel extensively to all field sites as needed. The position can be based either in Ar-Raqqa or Deir-ez-Zor.

 


 

·       Bachelor's degree in Social Work, Human Rights, Psychology, Protection, or a related field.

·       Minimum 3 years of experience in protection and community engagement programming, including 1–2 years in a supervisory role.

·       Strong technical knowledge of child protection, case management, adolescent programming, and community-based protection.

·       Experience managing multidisciplinary teams and working in humanitarian or displacement settings.

·       Excellent coordination, communication, and stakeholder engagement skills.

·       Fluency in written and spoken Arabic and English is essential.

·       Proficiency in MS Office (MS Excel and MS PowerPoint, in particular).

·       Strong initiative and self-motivation, with a strong commitment to humanitarian principles and a high sense of ethics.
