The Supply Chain Coordinator is a key member of Blumont’s Supply Chain Team, responsible for ensuring that all procurement, logistics, asset, fleet, and warehouse management activities are conducted in full compliance with Blumont and donor policies and procedures.

The role ensures transparency, accountability, integrity, efficiency, and value for money, while supporting program implementation primarily in Damascus and providing operational support to other field locations within Syria, as required.

 

Procurement & Logistics Compliance

  • Ensure all procurement and logistics activities comply with Blumont policies, donor regulations, and internal procedures, in coordination with program staff and the line manager.
  • Apply and enforce Blumont’s Anti-Fraud and Anti-Corruption policies across all procurement and logistics processes.
  • Ensure proper documentation, filing, tracking, and audit trails for all procurement transactions.
  • Review procurement request packages (PRs, BoQs, Scope of Work, General & Special Conditions, Terms of Payment, etc.) for accuracy, completeness, and consistency.
  • Supervise the payment process to ensure all received goods and services are properly verified and paid.
  • Maintain strict confidentiality and integrity before, during, and after procurement and logistics actions.

Supply Chain Management

  • Ensure full adherence to Blumont and donor procurement and logistics guidelines.
  • Coordinate with the Supply Chain Department in the Damascus Office for international shipments and oversee related processes.
  • Plan, coordinate, and supervise the shipment, transportation, and delivery of materials and equipment to final destinations.
  • Advise programs on the most efficient and cost-effective transportation and packaging methods.
  • Monitor and manage all shipment tracking processes until completion.

Fleet Management

  • Ensure fleet policies, movement plans, and safety procedures are fully implemented and maintained.
  • Supervise driver recruitment, contracts, renewals, and performance in coordination with program teams.
  • Ensure compliance with SOPs by drivers and field teams.

Asset & Inventory Management

  • Ensure the asset register is accurate and up to date, in coordination with the Supply chain team.
  • Ensure assets are safely stored, recorded, tagged, and tracked with complete documentation.
  • Supervise lease agreements for program properties and ensure compliance with contractual terms.
  • Oversee warehouse operations to ensure:
    • Warehouses are organized, clean, and secure
    • Stock reports, stock cards, and bin cards are accurately maintained
  • Schedule warehouse activities, train warehouse staff, and ensure performance meets established standards.

Staff Supervision & Capacity Building

  • Supervise Supply Chain Officers, Assistants, Logistics, and Procurement staff.
  • Monitor daily tasks, provide on-the-job coaching, and organize trainings.
  • Build capacity of procurement and program staff on quality procurement practices and compliance, under the supervision of the Senior Director of Finance and Administration.
  • Foster a motivated team environment that encourages innovation, accountability, and strong performance.

Emergency Preparedness & Response

  • Participate in emergency preparedness planning as part of Blumont’s dual mandate.
  • Ensure procurement and logistics emergency response plans are in place.
  • Ensure staff are trained and ready to respond promptly during emergencies.

Coordination & Reporting

  • Liaise with governorate offices as required for Blumont operational purposes.
  • Prepare and submit weekly, monthly, and quarterly procurement and logistics reports to Supply Chain Management and Program teams.
  • Perform any other duties as assigned by Supply Chain Management or Programs.

Education:

  • Bachelor’s degree in administration or any equivalent is desirable.

 

Experience:

  • Min 6 years working experience in the NGOs in Supply chain with Supervisory role.
  • Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy.
  • Experience with Procurement, logistics and subcontracts in an insecure environment; and aware about the donors’ policies.
  • Knowledge of basic operating procedures in high-risk environments.
  • Strong communication skills: Advance in English & Arabic required of spoken and written
  • Good experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Proved experience in the Humanitarian Aid System is desirable.
  • Ability to meet deadlines and work commitment with minimum supervision.
  • Excellent interpersonal, organizational and communication skills.
  • Ability to stay composed and positive even in difficult moments, handles tense situations with diplomacy and tact, and has a consistent behavior towards others
