
The Procurement Officer isresponsible for overseeing dailyprocurement operations in the field, ensuring that all purchases are made in a timely,cost-effective, and compliant mannerin accordance with PIN procurement policies and donor regulations. The role includes managing tenders, supplier communication, marketanalysis, documentation, and supervising procurement team members. |
Support the Logistics Team Leader andfield teams with specifications, marketprices, and request preparation as needed. |
| Order Management and Follow-up |
Ensure timely implementation ofall approved requests and purchase orders. Maintain and regularly updatethe PRF/order follow-up tracker. Notify relevant departments of any potential delays or issues. Prepare Purchase Orders under framework agreements and submitthem for approval. Follow up on orders through ELO and ensure all procurement functions are documented in the system. |

Coordinate with the warehouse and program teams to ensure deliveryand receipt of requested items. |
| Supplier Management |
Participate in selecting and approving localsuppliers as part of the pre-qualification process. Maintain and update thevendor database and log supplier performance and incidents. Monitor supplier performance and report any misconduct or contract violations. Maintain ongoing communication with suppliers regarding procurement implementation, quality assurance, and delivery. |
| Market Analysis |
Conduct regular market surveys for frequently procured goods and services. Perform ad hoc market research upon request from the supervisor or program teams. |
| Coordination and Communication |
Coordinate daily with supervisors, procurement team leader, and teammembers under direct supervision. |
Communicate with program departments for clarifications on specifications, delays, or deliveries. Liaise with the financedepartment regarding payment processing and procurement document archiving. |
| Ensure effective communication with suppliers for all procurement-related matters. |
Define individual tasks and responsibilities for team members and supervise their daily work. Monitor performance and identify training needs. Prepare work schedules for logistics team members across departments and facilities. Organize and lead team meetings; participate in recruitment as required. Represent the procurement team at relevant mission meetings and report on activities. Propose improvements to procurement practices and workflows whereappropriate. |

SKILLS AND QUALIFICATIONS:
Strong sense of organization
Coordination skills to be able to agree with colleagues on priorities and details
Sense for detail (contract preparation, tender notice preparation)
Knowledge of Microsoft excel, Microsoft word
Able to priorities
Excellent communication skills (external communication)
Knowledge of procurement standards and processes
Arabic and English languages are required
Experience on similar position for at least 2 years
