The Area Stewardship Units (ASU) is an innovative professional stewardship body to support planning, management and coordination of the health care services at area level. It is tasked to organize, support, monitor, and report on core activities at cantonal level to the relevantDirectorate of Health (DoH) and to the UPP ASU Support Team in theERSHAD Project.
ASU Health Quality Manager will work under the direct supervision of the cantonal Health Directorate and with technical support and oversightfrom the dedicated UPP ASU Support Team under ERSHAD project (composed by UPP Area Health Governance Officer in each area, the UPPHealth Governance Coordinator, the UPP Health Quality Specialist and other relevant specialists based on the specific roles and functions). She/he will support the cantonal Health Directorate to achieve the quality assurance program goals and to develop actions to increase quality of the heath care programs in the area.
Support to a regular review of quality of care delivered in the area, embedded at the level of the Area Stewardship Units, and contributeto the overall strengthening of the health system in NES.
• conducting periodic Health Facilities Assessments (HFA)with Support from the HQS and QPHO in using standardized tools and methodologies developed by ERSHAD project to evaluate the quality of health services provided, in order to identify gaps and areas for improvement in the delivery of health services.
• Collect and analyze data on key quality indicators, including but not limited to patient satisfaction, clinical outcome, and others.
• Monitor adherence to clinical guidelines, infection prevention and control practices, and availability of essential medicines and suppliesin all health facilities in the area.
• Prepare and submit assessment reports highlighting findings, recommendations, and action plans for improvement to the DoH, Area HQS, and QPHO.
Syrian nationality, from the area in origin or a permanent resident of the area.
o Medical profession or health-related accreditation fully completed (doctor or nurse, or any other relevant medical profession), with preferable demonstrated experience in managing health care systems.
o Minimum of three years’ experience in clinical work and preferable in leadership in designing, implementation and monitoring health Quality programing within a health sector in the area.
o Good knowledge in primary and secondary health care programs
o Good knowledge in Health Information System, Health data analysis and excellent reporting skills.
o Kurdish and Arabic languages are basic, English is a merit.
o Available and committed for the project contract time (minimum of 6 hours a day, 5 days a week).

Other aspects that will merit are:
o Management and coordination experience of health care facilities, including planning and implementation of health programs
o Proven leadership and management capacity
o Excellent capacity to work in team.
o Proven capacities to plan activities successfully targeting results and objectives.
o Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
o Ability to work under pressure in stressful environments
