To provide overall operational leadership and quality assurance for the distribution intervention across the three bases, ensuring that kits are procured, checked, transported, documented, monitored, and distributed in line with plans, standards, and accountability commitments.


 

·       Lead the overall planning and oversight of the distribution process in Hasakah, Raqqa, and Kobane, ensuring alignment with approved beneficiary figures, targeting criteria, implementation schedules, and operational priorities.

·       Coordinate with procurement and logistics colleagues on the sourcing, packaging, dispatch, and delivery of hygiene kits, blankets, mattresses, and any other approved items required under the distribution plan.

·       Verify that the composition of distribution kits matches the approved specifications and ensure that quantities prepared for each site are accurate before dispatch.

·       Conduct or supervise pre-distribution quality checks on items supplied by vendors, including verification of quantity, condition, packaging, and fitness for use before authorizing distribution.

·       Facilitate communication between programme, logistics, procurement, MEAL, and field teams to ensure that each location is prepared with the required staffing, materials, visibility items, forms, and site arrangements.

·       Provide direct supervision and technical support to the Distribution Team Leads in each location, ensuring consistency in implementation, problem solving, and adherence to standard procedures.

·       Oversee site readiness and safe crowd management arrangements together with field teams and relevant local actors to ensure that distributions are organized, dignified, and accessible to women, men, older persons, and persons with specific needs.

·       Coordinate with relevant authorities, community representatives, humanitarian actors, and other stakeholders in the distribution sites to facilitate smooth implementation and avoid duplication or operational conflict.

·       Lead or supervise on-site monitoring during distribution days in coordination with MEAL team, ensuring that beneficiary verification, record keeping, stock reconciliation, complaint handling, and protection-sensitive practices are applied correctly.

·       Ensure detailed distribution documentation is maintained, including beneficiary lists, signed or verified distribution records, stock movement documentation, site observation notes, issue logs, and photographic evidence where appropriate and permitted.

·       Compile, review, and validate daily and final distribution reports from all locations and consolidate them into a complete operational record for programme and donor use.

·       Develop or coordinate the development of on-site monitoring reports in close collaboration with the MEAL team, highlighting implementation quality, challenges, lessons learned, and corrective actions.

·       Support planning for post-distribution monitoring in coordination with the MEAL team

·       Track issues arising before, during, and after distribution and ensure follow-up actions are assigned and completed in a timely manner.

·       Promote accountability to affected populations by ensuring teams communicate clearly with beneficiaries, collect feedback respectfully, and refer complaints or sensitive concerns through the correct mechanisms.

·       Immediately flag operational, safety, supply, fraud, safeguarding, or protection concerns to management and support the documentation of incidents and mitigation measures.

·       Perform any other relevant distribution-related duties assigned by the line manager in support of the emergency response.


 

·       Diploma or bachelor’s degree in social sciences, health, logistics, business administration, humanitarian studies, public administration, or another relevant field.

·       At least 2 years of work experience.  Previous experience in managing distribution or emergency responses is valuable.

·       Demonstrated experience supervising field teams, coordinating with suppliers, and overseeing distribution quality and compliance.

·       skills in reporting, documentation, Microsoft Office, and basic data review.

·       Previous experience working with MEAL, logistics/procurement, and local coordination mechanisms is a strong asset.

·       Fluency in Arabic and/or Kurdish required according to context; working knowledge of English is an asset.
