Under the direct supervision of the PROGRAM Coordinator, The MEAL Manager supports the Program Coordinator to ensure that the mission staff implements the MEAL strategy of the mission. He/she will contribute to the centralization and harmonization of MEAL tools and processes on the mission, provide methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as design of M&E plans, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc. In collaboration with the Program Coordinator, he/she will oversee the quality and relevance of internal monitoring and evaluation activities, recommendations, and analysis produced by the MEAL department, provide support for program team training within his/her fields of expertise, and contribute to institutional knowledge building and improvement of MEAL processes and techniques.
Strategic orientation
• Participate in developing / updating sector-based strategies (M&E, accountability, gender, do no harm) in accordance with MDM’s policies and priorities for NES.
• Identify and promote innovative approaches and tools in M&E, accountability, and gender integration to enhance program effectiveness and efficiency.
• Develop, review, and update policies related to ethics, compliance and conduct wherever needed in close coordination with the concerned department in HQ.
• Ensure effective dissemination and understanding of concerned policies in the mission, providing necessary training to staff.
Monitoring and Evaluation of MDM’s programs
• Contribute to elaborating, reviewing, and harmonizing M&E tools and data management across all bases and document MEAL tools and methodologies/approaches.
• Perform ad hoc advanced program analyses and, in consultation with technical coordinators, propose adjustments or new activities to improve the quality of the operations or approaches.
• Build on institutional knowledge of M&E activities and missions’ results (lessons learnt and recommendations)
• Conduct regular reviews to assess the relevance of reports, analyses, maps, and recommendations produced by MEAL teams.
• lead planning, executing and reporting the external evaluations and studies. Develop and implement advanced data analytics techniques to generate deeper insights and more accurate program evaluations.
• Create and utilize data visualization tools to present M&E data in an accessible and actionable format for various stakeholders.
• Support recommendation tracking process and work on action plans.
• Lead monthly project review meetings with technical and program teams in collaboration with the Program Coordinator.
Capacity development and technical support
• Assist the Program Coordinator and other technical coordinators in program development by designing Logical Frameworks (LFA), MEAL Plans, MEAL-related descriptions, and MEAL budgets. Additionally, support the program development process by analyzing primary and secondary data. Review every proposal from a MEAL perspective.
• Develop program teams’ capacities on MEAL, including data collection and analysis (method, format, etc.), indicator measurement, complaint response mechanism, do-no-harm analysis, etc.
• Develop and implement training programs to enhance staff awareness of ethical standards, compliance requirements, and reporting mechanisms.
• Regularly identify the training needs of MEAL and program teams and develop training modules in collaboration with the program and technical coordinators.
• Provide technical and methodological support to program teams for M&E activities, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues.
• Support program teams in creating or adapting tools for monitoring indicators, impact monitoring (M&E plan and survey tools), or risk analysis.
• Ensure all new staff are briefed on MEAL’s roles and responsibilities.
• Participate in the evaluation and the assessment of staff performance under his/her supervision.
Accountability
• Support monitoring MDM’s complaints response mechanism, ensuring that the key principles of the mechanism are respected by all staff (including PHCC staff in all supported facilities).
• Initiate and lead investigations into serious complaints and monitor findings concerning PSEA, code of conduct, corruption, GBV, fraud, conflicts of interest, and other pertinent issues. This includes collaborating with relevant departments to gather evidence, interview involved parties, and compile comprehensive reports on investigation findings.
• Enhance the feedback mechanisms to ensure that community feedback is systematically collected, analyzed, and integrated into program adjustments.
• Produce monthly analyses of the complaints and feedback received, including maintaining detailed documentation of investigations, actions taken, and outcomes.
Compliance Oversight:
• Conduct regular risk assessments to identify potential ethical and compliance risks and assess the mission’s compliance with MDM policies, local laws, donor regulations, and other international humanitarian principles/standards.
• Conduct random data audit of program data to ensure accuracy, integrity, relevancy, compliance, data safety, etc.
• Conduct regular field visits to supported health facilities to cross-check and validate reported data against the actual situation.
• Establish continuous monitoring systems to ensure ongoing ethical compliance and the timely identification of potential risks.
• Develop strategies to address areas of non-compliance, implement corrective measures, and collaborate with stakeholders to implement risk mitigation strategies and prevent future issues.
Reporting
• Participate in writing project proposals and report paragraphs on crosscutting issues and MEAL.
• Assist program coordinator in program development, assessment reports, and progress reports that highlight key insights and data-driven recommendations to inform strategic decision-making.
• Ensure the right formats and delays are respected.
• Develop articles, case studies and success stories upon request.
• Prepare and submit timely and accurate reports on ethics and compliance activities in collaboration with the Program Coordinator to the Country Coordinator.
