  • Representing the organization at partner and donor meetings and events, with coordination of the executive
    management.
  • Assist in creating and regularly updating a donor mapping tool tailored to MARS’ sectors, in collaboration with the
    Partnerships Department.
  • Contributing to the Due Diligence and Capacity assessments requested by different donors.
  • Strengthening donor relationships by identifying aligned organizations and facilitating introductory meetings in
    collaboration with the Partnerships Dept.
  • Maintain all relevant SMT/ Team members in all correspondence as a Carbon Copy (CC).
  • Advancing funding opportunities by identifying potential funding sources, reviewing project proposals, and
    collaborating on their submission.
  • Enhancing partnership coordination by actively supporting the Partnerships Dept. in managing current and
    prospective grants, ensuring alignment with organizational priorities.
  • Cultivating a robust network of implementers and field teams in close partnership with the program team.
  • Providing executive management with comprehensive updates on program and partnership developments through
    detailed reports and regular meetings.
  • Manage meetings with department staff to distribute monthly, weekly, and daily tasks.
  • Prepare program strategic plans.
  • Issuing the department's annual report in the first quarter of the fiscal year.
  • Assist in project planning and review plans in coordination with the project managers.
  • Oversee proper coordination in processes with other departments.
  • Ensure active participation and enrolment from project managers in coordination mechanism and clusters.
  • Participate actively in Senior Management Team meetings, activities, and discussions.

Expected Outcomes:
o Enhancing and diversifying the local human resources network to support program delivery and organizational
growth effectively.
o Securing new donor partnerships by establishing relationships with organizations from which MARS has not
previously received grants, culminating in signed cooperation agreements.
o Deepening and strengthening relationships with existing donors to unlock additional collaboration opportunities.
o Expanding MARS’s visibility and presence within donor networks, stimulating discussions around potential partnerships and
collaborative projects.

 

Direct Relationships:
Program Manager with Partnership Responsible at MARS:
Collaborative relationship focusing on coordination and the following tasks:
• Supporting the Partnerships Dept. in evaluating all project proposals submitted by MARS that are awaiting donor
responses.
• Contributing to identifying potential opportunities for MARS by exploring relationships with donors, both direct and
indirect, even in the absence of submitted proposals or evaluations.
• Collaborating with the Partnerships Dept. to assess partnerships where MARS has submitted evaluation files and is
pending feedback .
• Engaging in discussions to analyze potential opportunities for MARS, ensuring alignment with its sectors of work,
expertise, and available openings.
• Reviewing and categorizing key submitted proposals into approved and not approved.
• Contributing ideas for upcoming grant projects in collaboration with the Partnerships Dept. and relevant teams.
• Contributing to preparing and refining a comprehensive map of potential donors to guide strategic funding efforts.

 

Program Manager with Former Program Manager:
Coordinative and collaborative relationships focusing on:
• Reviewing past projects handled by MARS.
• Introducing MARS’s human resources and clarifying roles and relationships.
• Discuss project ideas before submission to ensure alignment with available resources and identify activities and
implementation locations.
• Coordinating meetings with team leaders and area coordinators in Syria to clarify roles.
• Joint management of projects during the transition period until Program Manager assumes full responsibilities.
• Identifying strengths, weaknesses, opportunities, and challenges for MARS in each area in the programs department.
• Assisting in setting timelines, execution plans, and resource mobilization.
• Supporting project launches.
Program Manager with Program Coordinator:
Direct manager relationship, involving:
• Requesting administrative files to assist in organizing work and introducing MARS.
• Leveraging Firas for administrative follow-ups with project managers.
• Coordinating regular meetings with project management and internal teams.
• Requesting progress or monthly reports on project updates from Firas.
• Ensuring regular updates of administrative project files by Firas.
• Preparing required files for safety and security at MARS.
Program Manager with MARS Coordinator in Damascus:
Direct manager relationship, involving:
• Coordinating Safana’s attendance at community events in Damascus.
• Accompanying Safana at official events to represent the organization.

• Supporting Program Manager in meetings with donors for networking or grant follow-up in coordination with the
Partnerships Dept.
• Assisting in organizing meetings with active networks.
• Coordinating public events to strengthen partnerships and donor relations.
• Representing MARS at the events.

 

Program Manager with Operations Manager:
Collaborative relationship focusing on:
• Requesting Qutaiba’s participation in developing project ideas based on budget and available resources.
• Following up with Qutaiba to prepare project proposal budgets per donor requirements.
• Requesting financial files necessary for organizational evaluation or grant submission (secondary through Meryem).
• Discussing expenses and costs for activities outside project scopes.
• Agreeing on budget adjustments or amendments (secondary through Firas).
Program Manager with Chief Executive Officer of MARS:
Direct manager relationship focusing on:
• Providing Oussama with regular updates on programs, and on partnership developments to which contributions have
been made.
• Collaborating with the CEO and the Partnerships Department to ensure grants or partnership applications align with
MARS’s objectives and ongoing initiatives.
• Being one of MARS representatives in donor meetings.
• Continuously developing and implementing strategies to expand networking opportunities between MARS, potential
partners, and donors.
Grant Process and Responsibilities:
• Identifying needs and new ideas.
• Researching donors or partners with aligned interests.
• Preparing a letter of interest.
• Engaging with donors collaboratively.
• Arranging donor meetings.
• Submitting necessary organizational evaluation files, if required.
• Discussing the project concept.
• Preparing project proposals .
• Submitting proposals and following up with donors .
• Signing agreements and maintaining communication with donors .
• Project execution and monitoring.

A. Essential:

▪ Bachelor’s Degree in engineering, Business Administration, Economics, International Affairs or any
other relevant field.

▪ A minimum of 5 years’ experience in the field of projects management in humanitarian
organizations, with the last two years in a similar managerial position.
▪ Certified in PMD Pro1 & PMD Pro2
▪ Advanced skills in the English language.

B. Desirable

▪ Master’s degree in project management, Business Administration, or any other relevant field.
▪ PMP is a strong plus.
▪ Pre-intermediate skills in the Turkish language.
▪ Verified experience in humanitarian work and principles.
▪ Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
▪ Verified experience in dealing with NGO’s clusters.
▪ Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
