Blumont is hiring two Stabilization Program Coordinators: one position in Al Hol Camp and one position in Roj Camp. The Stabilization Program Coordinator supports the design, coordination, and quality implementation of Blumont’s protection and social cohesion programming in the camp. The role provides technical and administrative supervision to a team of Community Mobilizers, Social Workers, and Adolescent Assistants, ensuring effective delivery of in-camp activities. This includes support to case management systems, the design and implementation of community led initiatives focused on mothers and adolescents, and the establishment of safe spaces for children and adolescents.

 

The Coordinator is responsible for strengthening referral pathways, leading local social cohesion efforts in cooperation with other Blumont programs, and promoting inclusive, rights-based, and survivor-centred approaches. Working closely with the Senior Roving Protection Coordinator and other actors in the camp, the Coordinator ensures activities meet international standards, are responsive to community needs, and contribute to safe, cohesive, and resilient communities.

 

Reporting line: Senior Protection Coordinator

Staff reporting to this post: Community Mobilizer Officer, Child Protection Officer

Program Implementation & Quality Assurance

  • Coordinate the planning, coordination, and delivery of Blumont’s protection programming across, including case management, psychosocial support, social cohesion, and community engagement activities.
  • Under the management of the Senior Protection Coordinator, and technical support from the Youth Engagement Specialist, the Stabilization Coordinator will design and deliver structured social cohesion sessions for children, adolescents, and adults, ensuring culturally appropriate and impactful approaches.
  • Monitor program implementation, track progress against targets, and ensure activities are delivered on time, within scope, and to a high standard
  • The Stabilization Program Coordinator will report on challenges and escalate issues to the Senior Protection Coordinator for timely resolution.
  • The Stabilization Program Coordinator will work closely with other Blumont program coordinators to share best practices for implementation and ensure consistency across Blumont programming approaches.
  • Support the development and strengthening of community-based protection strategies, including effective referral pathways and information sharing mechanisms.

 

Team Supervision, Capacity Building & Performance Management

  • Provide technical and administrative supervision to the project team, including work planning, performance management, and professional development.
  • Provide technical supervision and day-to-day management of Community Mobilizer Officers, and Child Protection Officers and Social Workers in close coordination with the Senior Protection Coordinator.
  • Identify capacity gaps and design targeted training plans focused on case management, PSS, social cohesion, safeguarding, and community engagement.
  • Support staff capacity development through targeted training and coaching aligned with organizational standards.
  • Conduct field visits, provide regular coaching, and support the application of best practices in all field activities.
  • Foster a collaborative team culture focused on accountability, continuous learning, and high-quality service delivery.

 

Community Engagement, Social Cohesion & Outreach

  • Oversee the implementation of return and reintegration messaging including awareness campaigns, outreach activities, and social cohesion dialogues that strengthen relationships between diverse groups and prepare communities to return and reintegrate.
  • Support the design and facilitation of structured social cohesion sessions for different age groups, ensuring approaches are culturally appropriate and impactful.
  • Collaborate with partners to disseminate accurate and timely information about return procedures, rights, and available services to reduce misinformation and rumors.

  • Ensure protection and social inclusion considerations are mainstreamed into return and reintegration activities, with attention to vulnerable groups such as women, children, and persons with disabilities. 

  • Promote the participation of returnees and host communities in planning and decision-making processes to strengthen ownership and social cohesion.

  • Guide community mobilisation teams to build and sustain strong relationships with, traditional leaders, youth groups, and protection committees.
  • Ensure interventions promote participation, inclusion, and local ownership, and that feedback from affected populations informs program planning and adaptation.
  • Support initiatives that reduce tensions, address grievances, enhance collaboration between different population groups, strengthen community resilience, and integration.

 

Technical Quality, Capacity Strengthening & Field Oversight

  • Conduct regular field visits to ensure quality service delivery, adherence to standards, and technical consistency across all program sites.
  • Support the implementation and contextualization of Blumont’s protection SOPs, guidelines, and technical standards, ensuring staff understand and apply them effectively.
  • Contribute to the design of innovative approaches to improve access to protection services and reach vulnerable populations.
  • Ensure protection programming incorporates community feedback and remains responsive to evolving needs.

 

Strategic Planning, Reporting & Coordination

  • Maintain close coordination with the camp management team, UNHCR, and return delegations to stay informed about upcoming return trips, planning protection activities accordingly, and ensuring smooth reintegration and return processes.
  • Participate in proposal design and provide technical input into concept notes, project plans, and donor submissions.
  • Ensure monitoring, evaluation, and accountability systems are integrated into program activities and that learning informs program improvement.

 

Coordination, Representation & Partnerships

  • Represent Blumont in protection, child protection, GBV, and MHPSS working groups and other coordination forums, advocating for the needs of vulnerable communities.
  • Strengthen collaboration between field teams, partners, and technical units to ensure complementarity and holistic responses.
  • Contribute to joint planning, coordination, and advocacy efforts to align protection programming with broader humanitarian strategies.
  • Bachelor’s degree in Social Work, Psychology, Human Rights, Protection, or a related field or experience working in humanitarian programming

 

EXPERIENCE and SKILLS

  • Minimum 3–5 years of experience in protection or social cohesion programming, including case management, PSS, and community-based interventions in humanitarian contexts, including experience supervising multidisciplinary teams across multiple field locations.
  • Strong technical knowledge of child protection, case management standards, psychosocial support, and social cohesion approaches.
  • Ability to build trust, foster participation, and promote inclusive protection practices.
  • Demonstrated skills in capacity building, monitoring and evaluation, and program reporting.
  • Fluency in written and spoken Arabic. Kurdish and/or English proficiency is an asset.
