Reporting to the Project Manager, the Project Supervisor – Health and Inclusion contributes to the implementation of the mandate and the 3-year strategy of Humanity & Inclusion in the country where s/he is based. The project supervisor contributes to the implementation of the Health and Inclusion projects in NES (CDC, SDC, MofaLux) as well as other sectors as needed in the governorate of Raqqa and Deir Ez Zor, ensuring the optimal quality, integration and impact of the project. S/he works closely with the technical team, support services and the Area Manager. S/He supervises the project field team.

 

Missions / responsibilities (*)

Mission 1: Leadership & Supervision

·       Role Model & Organizational Values: embody HI's values daily and be a role model. promoting ethical behavior and professionalism.

·       Strategic Execution & Coaching: understand the project strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes.

·       Operational management: organize the operational management of his or her team, across the different sectors, structure the work around identified processes, steer performance and facilitate the resolution of problems.

·       Human Resources & Staff Development: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

·       Direct management of the Inclusion case workers.

 

Mission 2: Operational implementation

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

·       Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with project manager, the support services and the technical unit.

·       Ensure that activities are implemented in a timely manner and that resources are correctly allocated as authorized by the project manager.

·       Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager.

·       Follow-up on the procurement of the project as delegated by the project manager.

·       Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.

·       Ensure that project documents and information are properly archived.

·       Contribute to the drafting of amendment requests when asked by the project manager.

·       Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners

 

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

·       Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.

·       Contribute to project evaluations at the request of the project manager and ensure that project evaluation recommendations are followed.

·       Contribute to the setup and smooth running of accountability mechanisms.

·       Contribute to project learning.

·       Contribute to quarterly project reviews and represent the project in internal HI meetings, as delegated by the Project Manager

 Responsibility 3: Ensure project data management

·       Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.

·       Collect and compile project-related data in the relevant database. Liaise and coordinate closely with the MEAL team to support troubleshooting and ensure high‑quality data sharing.

 Responsibility 4: Contribute to the coordination of project teams

·       As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area, as and when necessary.

·       Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

 

 Responsibility 5: Contribute to external project communication

·       Contribute to HI’s external influence by taking part in networks, when required and as delegated by the project manager

·       Communicate about the project to partners, authorities and stakeholders when relevant, specifically the hospitals focal points and the directorate of health.

·       Contribute to the collection of success stories and communication material regarding the project.

 

 Responsibility 6: External Communication & Stakeholder Engagement

·       Lead local stakeholder and partner engagement efforts, ensuring alignment and cooperation in project execution.

·       Represent HI in relevant networks, meetings, and external discussions, advocating for project goals and strategic priorities when delegated by the Project Manager or Area Manager

·       Communicate project achievements and challenges effectively to donors, partners, and authorities.

Responsibility 7: Partnership Management

·       Support partner identification, assessment, and onboarding.

·       Ensure regular programmatic and financial follow-up and monitor partner performance.

·       Act as a focal point for the partners for Deir Ez Zor and Raqqa bases.

·       Identify challenges, risks, and capacity-building needs, escalating key issues to the Project Manager.

 

Mission 3: Emergency Preparedness and Response

·       Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

 


 

Qualification:

·       Academic background in Project Management, Physical Therapy, Occupational Therapy, Psychology, Counseling, Social Work, Special Education, Public Health, Sociology, or another field relevant to Physical Rehabilitation, MHPSS, or Inclusion.

·       Significant project management skills and experience of supervising a field team and coordinating with local partners.

Experience:

·       3-4 years of professional experience implementing project activities, desirable to have experience in health, physical rehabilitation and/or MHPSS and livelihood project.

·       Proven experience in supervising the day-to-day implementation of activities and managing field teams, work plans, and daily schedules.

·       Professional experience in the humanitarian sector.

·       Strong team leadership skills, with proven experience managing, motivating, and guiding field teams to achieve project objectives.

·       Experience in engaging and negotiating with local authorities, civil society, and community stakeholders ensuring smooth collaboration.

·       Ability to lead coordination meetings with field partners, local authorities, and internal teams to streamline project execution.

·       Skills in tracking progress against indicators, preparing internal reports, and flagging delays or risks.

·       Experience supporting procurement planning, stock tracking, and financial expenditure follow-up.

·       Familiarity with challenges related to rehabilitation, victim assistance, or disability inclusion is an asset.
