Our organization is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

OBJECTIVES OF THE POSITION

Reporting to the Logistics Supervisor, the facility officer ensures the efficient management of services to HI personnel for Damascus. He or she is the point person for the logistics/facility manager and as such informs him or her of any problems that fall within his or her remit and suggests solutions.

He/she ensures the optimal management of equipment. He/she implements the strategy, including the scheduling of repairs and maintenance to ensure that all equipment is in excellent working order.

He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the professional development principle.

He or she participates actively in the phased reorganization of HI in the field as part of the ROOTS project.


 

Facilities Management

  • Oversee day‑to‑day management of all organizational premises (offices, warehouses, guesthouses, clinics, etc.).
  • Ensure facilities are safe, secure, clean, and operational at all times.
  • Coordinate preventive and corrective maintenance of buildings, utilities, and equipment.
  • Maintain updated facilities inventories and asset lists.
  • Ensure availability and functionality of utilities (electricity, water, sanitation, internet).

 

2 Maintenance & Repairs

  • Identify maintenance needs and prepare maintenance plans for all facilities.
  • Supervise repairs related to electrical, plumbing, carpentry, and structural works.
  • Liaise with service providers, contractors, and technicians.
  • Follow procurement procedures for maintenance materials and services.
  • Ensure works are completed on time, within budget, and to required standards.

 

3 Safety, Security & Compliance

  • Ensure all facilities comply with organizational safety and security standards.
  • Conduct regular facility safety inspections and risk assessments.
  • Ensure availability and maintenance of safety equipment.
  • Support implementation of security measures (access control, guards, lighting, safe rooms where applicable).
  • Ensure compliance with local laws related to buildings, leasing, and occupancy.

 

4 Equipment Support (Facility‑Related)

  • Coordinate installation and maintenance of facility‑related equipment:
    • Generators
    • Solar systems
    • Water tanks
    • Pumps

 

5 Budget & Cost Control

  • Prepare cost estimates for facility‑related expenditures.
  • Monitor facility‑related running costs (rent, utilities, maintenance).
  • Contribute to budget planning and cost‑saving initiatives.
  • Verify contractor invoices and service delivery before payment processing.

 

6 Coordination & Reporting

  • Coordinate with:
    • Logistics & Procurement teams
    • Security & Safety focal points
    • Program teams
    • External landlords and authorities
  • Maintain proper documentation:
    • Lease agreements
    • Maintenance logs
    • Inspection reports
  • Provide regular facilities status and maintenance reports to management.

 

7 Emergency & Contingency Support

  • Support setup of temporary facilities during emergencies or program expansion.
  • Assist in relocation, office openings, or closures.
  • Ensure rapid response to facility‑related emergencies (damage, power failure, flooding, fire risks).

Requirements:

 

Education: preferably a diploma or bachelor`s degree in Logistics, Administration, facility management or any related field

 

Experience:

  • Minimum two years’ experience in a similar position/NGO experience is required.
  • Experience in emergencies or humanitarian contexts is an asset.

Language:

  • Arabic: fluent
  • English: Working proficiency (reading, writing, speaking)

  • Practices emergency response and preparedness in relation to facilities.
  • Basic knowledge of financial and budget management.
  • Basic understanding of donor compliance requirements.
  • Knowledge of programme planning, monitoring, and coordination.
  • Familiarity with INGO policies, frameworks, and procedures.

 

IT & Workplace Skills:

  • Knowledge of MS Office and collaborative tools; familiarity with logistics/asset systems is an asset.
  • Ability to work under pressure and manage stress.
