The HR Officer plays a central role in supporting the day-to-day implementation of HR operations, ensuring timely, accurate, and compliant execution of all human resources activities. This position oversees HR Assistants, ensures smooth coordination with field HR teams, and supports the Senior HR Officer and HR Coordinator in managing core HR functions such as recruitment, onboarding, payroll, compliance, and data management. The HR Officer is a key contributor to maintaining an efficient, responsive, and policy-aligned HR service across the organization.

Recruitment & Onboarding

  • Oversee recruitment activities by reviewing job descriptions, participating in interview panels, and ensuring proper documentation.
  • Coordinate onboarding and orientation for new hires, ensuring alignment with organizational policies and the consistent application of standards.
  • Identify and report challenges in the recruitment/onboarding process and propose solutions for efficiency and improvement.

Policy Communication & Compliance

  • Ensure staff and contractors are regularly briefed on HR policies, procedures, and any updates in organizational guidelines.
  • Advise line managers and employees on the correct interpretation and implementation of HR policies, under the guidance of the HR Coordinator.
  • Monitor compliance with leave policies and procedures, including excused absences and special leave for service contractors.

Payroll & Attendance Management

  • Prepare weekly and monthly payroll updates, including timesheets, leave balances, and attendance data, ensuring accuracy and timely submission to the HRC.
  • Verify and consolidate attendance and payroll-related data for daily laborers and service contractors.
  • Ensure accurate data entry in HR systems and databases, supporting payroll processing and audits.

Performance Management

  • Facilitate the performance appraisal process, ensuring forms are completed and submitted within deadlines.
  • Track implementation of performance improvement plans and provide regular progress updates to supervisors and HR leadership.

Data Management & Reporting

  • Maintain and update HR databases, ensuring confidentiality, accuracy, and data integrity.
  • Prepare and submit weekly, monthly, and ad-hoc HR reports, supporting decision-making and performance monitoring.
  • Assist in organizing and maintaining documentation for audits, reviews, and compliance checks.

Exit Management

  • Oversee and coordinate the exit clearance process for departing staff and contractors, ensuring timely completion of required documentation and compliance with internal procedures.

General HR Support

  • Provide day-to-day support to line managers and staff on HR queries related to payroll, policies, or administrative processes.
  • Escalate complex or sensitive issues to the Senior HR Officer or HR Coordinator as appropriate.
  • Participate in special HR projects or initiatives and perform other duties as assigned in line with the scope of the role.

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum of 3 years of progressive HR Officer experience with INGO sector.
  • Strong knowledge of HR operations, recruitment procedures, and documentation standards.
  • Familiarity with local labor laws and an understanding of compliance requirements in employment practices.
  • Excellent interpersonal and communication skills with the ability to collaborate across teams and locations.
  • Strong organizational, coordination, and time-management skills, with the ability to prioritize tasks effectively.
  • English and Arabic proficiency are must.
  • Proficiency in HR software systems, database management, and MS Office applications.
  • High attention to detail and commitment to maintaining confidentiality and professional integrity.
  • Proactive problem-solver with a service-oriented mindset and the ability to work under pressure.
