
The MEL Manager is a critical leadership role responsible for the overall management, quality, and effectiveness of the Monitoring, Evaluation, and Learning functions for a program focusing on reducing tensions and improving well-being through community engagement in and outside of displaced camps in northeast and central Syria.
The MEL Manager is the technical leader responsible for the implementation of the program's MEL framework. This role designs and deploys data collection tools to accurately measure performance indicators and produces all official MEL reports. The Manager ensures the quality and consistency of the MEL system across all intervention areas by providing direct technical oversight and support to field MEL teams. The Manager leads the field MEL team, ensures compliance, and plays a key role in synthesizing findings for internal stakeholders and external partners.
• Coordinate with the MEL Director to ensure the design andimplementation of the program’s MEL framework.
• Lead and supervise the field-level program MEL team
• Lead data collection, analysis and reporting efforts to ensure compliance with donor reporting requirements
• Track and document contextual information to provide program management with insights necessary for strategic program adaptation based on evolving external factors.
• Conduct regular (Quarterly) program progress reviews and clearly identify areas for improvement
• Responsible for ensuring that all staff members and partners engaged in MEL activities are trained on and comply with the organization's safeguarding policies and procedures.
Monitoring & Quality Assurance
• Develop, maintain, and enforce MEL Standard Operating Procedures (SoPs) and data collection tools for the program
• Lead field-level coordination of program monitoring and data collection activities, including field team management and liaison with local authorities, camp administration, third-party evaluators, and other relevant stakeholders.
• Delegate and supervise field-level monitoring duties to Senior MEL Officers and MEL Officers at specific work sites, ensuring consistent quality across all locations.
• Direct and troubleshoot all field monitoring issues and challenges, providing immediate guidance to the MEL team for resolution.
• Conduct regular field visits to program sites to directly monitor activity implementation, verify data quality, and ensure adherence to MEL standards.
Data Management, Reporting, & Analysis
• Lead the design, digitization, and management of all program data collection instruments, managing user access permissions across the program (e.g., in KoBo, ODK, or similar platforms).
• Serve as the final technical reviewer for all draft data collection instruments and reports before submission to the MEL Director for approval.
• Own and manage the program’s Indicator Tracking Table (ITT), ensuring all performance indicator values are accurately updated and reported according to their respective frequencies (monthly, quarterly, etc.).
• Lead data analysis efforts to identify trends, successes, and challenges in program implementation.
• Compile and synthesize comprehensive quarterly MEL reports, translating complex data into clear, evidence-based insights for program adjustments.
• Design and execute specialized surveys including Quarterly Intention Surveys and Returnee Integration Surveys to track outcomes related to social cohesion, conflict mitigation, PSS, and returnee needs.
• Provide MEL inputs to donor reports and perform data reconciliation and data quality assurance checks
• Organize and facilitate reflection sessions and to systematically document best practices and lessons learned for program improvement
Leadership & Capacity building
• Coordinate with the MEL Director to develop and deliver targeted, needs-based training (e.g., on Logical Frameworks (LF), sampling, advanced data analysis) to enhance the technical skills of the field MEL team and broader program staff.
• Lead and mentor the MEL team, ensuring adequate understanding of the MEL tools, systems, and processes
QUALIFICATIONS:
- University degree
EXPERIENCE and SKILLS
- 6+ years of experience in leading and managing MEL departments/functions, ideally in the humanitarian context
- 6+ years of experience supervising field data collection efforts and ensuring data quality
- 6+ years of experience completing data analyses and drafting reports
- 6+ years of experience of designing MEL systems and donor reporting
- Strong verbal and written communication skills Arabic and English
- Strong understanding of mobile data collection systems, previous experience with ONA data collection is preferred
- Experience working with INGOs, in the development / humanitarian sector
