KEY RESPONSIBILITIES
Site Supervision & Technical Support
Support the Site Engineer in the day-to-day supervision of rehabilitation and construction works at hospital sites.
Assist in monitoring contractors’ activities to ensure compliance with approved drawings, technical specifications, and BoQs.
Conduct regular site inspections and report progress, challenges, and technical issues.
Quality Control & Safety
Support implementation of quality control procedures for civil, electrical, and mechanical works.
Monitor application of health, safety, and environmental (HSE) measures at sites and report any violations.
Assist in identifying defects, non-compliance issues, and required corrective actions.
Measurement & Documentation
Assist in taking site measurements and quantities for completed works.
Support verification of contractors’ progress claims and work completion certificates.
Maintain proper site documentation, including daily logs, site reports, photos, and drawings.
Coordination & Communication
Coordinate on-site activities with contractors, suppliers, and hospital management under supervision.
Support organization of site meetings and preparation of meeting minutes when required.
Liaise with project and logistics teams to ensure timely delivery of materials to sites.
Procurement & Installation Support
Support supervision of installation of medical equipment and devices in coordination with technical teams and suppliers.
Assist in monitoring delivery and proper installation of materials and equipment related to rehabilitation works.
Compliance & Reporting
Ensure site activities comply with Action for Humanity policies, donor requirements, and contractual obligations.
Prepare and submit regular site progress reports to the Site Engineer or Project Coordinator.
Immediately report any risks, delays, or incidents at site level.
Other Duties
Perform any other technical tasks assigned by the Project Officer or Project Coordinator relevant to the role.
PERSON SPECIFICATION
Essential:
Diploma or Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related field.
Minimum 1–3 years of experience in construction or rehabilitation projects.
Basic knowledge of construction supervision, drawings, and technical specifications.
Ability to work on-site in challenging environments.
Good reporting and documentation skills.
Strong communication and teamwork abilities.
Desirable:
Previous experience working with INGOs in conflict-affected contexts.
Familiarity with humanitarian security coordination mechanisms.
Experience supporting security for health or infrastructure projects.
Knowledge of Deir ez-Zor context and access dynamics.
