PRESENTATION OF OUR ORGANIZATION 

We are an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Our organization is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

OBJECTIVES OF THE POSITION

Under the responsibility of the Area Logistics Supervisor, the Fleet & Tracking Officer ensures optimal management of the HI’s fleet, tracks movements and monitors the security context. He will be part of the team that will participate in the implementation of HI's logistics procedures & framework and ensure that HI's logistical procedures and donors' obligations are respected internally and by partners. Proactivity to find solutions and/or to improve the overall logistics management is an essential competence. The Fleet & Tracking Officer must keep all the data confidential and share it with the designated people.


 

Responsibility 1: Fleet Management

  • Ensures all the staff transportation needs are fulfilled through the movement plan.
  • Monitors and tracking of all vehicles’ use and consumption.
  • Ensures proper filling of the required documents regarding fleet management, the vehicle logbook and movement plan.
  • Manages the fuel refilling of vehicles if purchased by HI.
  • Ensures the user rules are implemented for vehicles and other means of transport in compliance with local legislation, the highway code, the security rules and HI's regulations
  • Ensures the direct management of the drivers, including conflict resolution, planning, training, briefing, controlling etc.

 

2 Responsibility 2 : Fleet and movement Tracking

  • Help brief teams before travel.
  • Ensure that all HI vehicles comply with programme safety standards.
  • Tracks the movements of HI staff and activities according to current procedures.
  • Configure and monitor the Tracking System (Traksat)
  • Tracks vehicle positions and records vehicle movements.
  • Ensures that all movements are reported according to current procedures.
  • Serve as the focal point for teams during field movement regarding tracking, SMS, messaging, or phone calls.
  • Maintain regular communication with HI staff (national and expatriate) and drivers during field movements.
  • Sounds the alarm and reports any incidents or problems during travel or any anomalies prior to travel.
  • Trains new starters in movement procedures and the use of communication and tracking tools.

3 Responsibility 3: Monitoring the security context:

  • Identifies key people for gathering information relating to access and security in the intervention areas.
  • Monitors security events daily and reports back to the Manager.
  • Gathers, analyses and transmits context-specific information.
  • Monitors external security incidents and helps with analysis.
  • Additional missions to be defined according to the needs of the programme and  the framework of the HAS Manager’s advice or Logistics Supervisor:
  • Helps with the reporting and management of security incidents.
  • Helps with the allocation and delivery of gps trackers, satellite phones, mobile phones and SIM cards in accordance with the programme’s logistical procedures


 

Education

·       Diploma or bachelor’s degree in Logistics, Business Administration, Transport Management, Supply Chain, Or a related field

·       Relevant professional certification in logistics or fleet management is an asset.

Experience

Minimum 2–3 years of experience in:

o   Fleet management

o   Transportation or logistics operations

·       Prior experience with INGOs / NGOs is highly preferred.

·       Experience working in humanitarian or recovery contexts (especially northeast Syria or similar environments) is an advantage.

·       Demonstrated experience supervising drivers and coordinating vehicle movements.

 

Technical Skills & Competencies

Fleet & Movement Management

Strong knowledge of:

o   Vehicle scheduling and dispatch

o   Daily movement planning and route tracking

o   Fuel consumption monitoring and control

o   Preventive maintenance scheduling

Ability to manage:

o   Vehicle logbooks

o   Movement trackers

o   Mileage and fuel reports

Familiarity with GPS tracking systems or manual movement tracking tools.

Reporting & Documentation

Ability to prepare accurate:

o   Daily movement reports

o   Monthly fleet utilization reports

o   Fuel consumption and cost analysis reports

Strong attention to detail and documentation compliance.

IT & Tools

Good command of:

o   MS Excel (tracking sheets, formulas)

o   MS Word and basic data entry systems

Experience with fleet or logistics databases is an asset.

 

Safety & Compliance

Strong understanding of:

o   Road safety standards

o   Vehicle safety inspections

o   Incident and accident reporting procedures

Ability to enforce:

o   HI fleet policies

o   Driver code of conduct

o   Movement approval procedures

Awareness of security protocols, checkpoints procedures, and risk mitigation during field movements.

 

Personal & Interpersonal Skills

  • Strong organizational and planning skills
  • Ability to work under pressure and manage multiple movements simultaneously
  • Good communication and coordination skills
  • Problem‑solving mindset with a proactive approach
  • High level of integrity and accountability

 

Language Requirements

  • Arabic: Fluent (spoken and written)
  • English: Intermediate to fluent level (reading reports and email communication).

 

Additional Requirements

  • Strong knowledge of Raqqa city and surrounding North East Syria areas, road conditions, and access routes.
  • Ability to work flexible hours when program movements require.
  • Willingness to travel within program areas.
  • Commitment to HI values, humanitarian principles, and inclusion standards.
  • No criminal record and compliance with organizational safeguarding policies.

Desirable Assets

  • Previous experience working with an INGO or similar organizations
  • Knowledge of procurement basics related to vehicle spare parts and services
  • First aid or defensive driving training.
