Position Information
• Position Title: Pharma and Medical Commodities (PMC) Specialist
• Location: Syria (with regular travel to Al-Hasakah, Raqqa, Aleppo and other supported locations)
• Line Manager: Health Coordinator
• Technical Coordination: Logistics Manager, Project Managers, Health Specialists and Programme Teams
Purpose of the Position
• The PMC Specialist provides strategic and technical leadership for pharmaceutical management, health commodity security, and medical supply chain systems across all supported health programmes in Syria.
• The position supports the Health Coordinator in ensuring the uninterrupted availability, quality, safety, accountability, and appropriate utilization of pharmaceuticals, medical consumables, medical equipment, and health commodities.
• The PMC Specialist oversees forecasting, quantification, warehousing standards, supply chain performance, quality assurance systems, and capacity strengthening initiatives across all programme locations.
• Lead the development, implementation, monitoring, and continuous improvement of pharmaceutical and medical commodity management systems across all supported programmes in Syria.
• Provide technical oversight of pharmaceutical supply chain operations across Al-Hasakah, Raqqa, Aleppo, and other programme locations.
• Develop and maintain standardized SOPs, guidelines, tools, and quality assurance systems for pharmaceutical management.
• Lead forecasting and quantification exercises for pharmaceuticals, medical consumables, laboratory commodities, and medical equipment.
• Monitor stock status, consumption trends, and supply chain performance and implement measures to minimize stock-outs and overstocking.
• Monitor medicines availability and establish early warning systems for critical shortages.
• Support emergency preparedness planning through contingency stock management and emergency commodity forecasting.
• Oversee implementation of Good Storage and Distribution Practices (GSDP) across warehouses and supported health facilities.
• Conduct regular assessments of warehouses, pharmacies, and storage facilities to ensure compliance with quality standards.
• Monitor cold-chain management systems and ensure proper storage and transportation of temperature-sensitive products.
• Review loss, damage, expiry, and donation reports and recommend corrective and preventive actions.
• Provide technical oversight and support for procurement planning, technical specifications, tender evaluations, and pharmaceutical sourcing activities.
• Participate in supplier prequalification and vendor performance assessments.
• Provide technical supervision, mentoring, and capacity building to pharmacists, warehouse staff, and programmepersonnel.
• Develop and deliver training on pharmaceutical management, inventory control, forecasting, storage standards, and rational medicine use.
• Establish and monitor pharmaceutical supply chain performance indicators across all programme locations.
• Collaborate with MEAL teams to strengthen pharmaceutical monitoring systems and reporting mechanisms.
• Prepare technical reports, assessments, analyses, and donor contributions related to pharmaceutical systems and medical commodities.
• Support audits, programme reviews, assessments, proposal development, and strategic planning exercises.
• Represent UPP in technical meetings and coordination forums related to pharmaceutical management and health commodity security.
Bachelor Degree in Pharmacy (mandatory).
• Master degree in Public Health, Pharmaceutical Management, Supply Chain Management, Health Systems Management, or a related field is highly desirable.
• Minimum five years of progressively responsible experience in pharmaceutical management, health supply chains, or medical commodity systems.
• Minimum three years in a supervisory, advisory, or technical coordination role.
• Demonstrated experience in forecasting, quantification, warehousing, quality assurance, procurement support, and supply chain monitoring.
• Experience with international NGOs and humanitarian health programmes is required.
• Advanced knowledge of GSDP, pharmaceutical quality assurance, inventory management, and cold-chain systems.
• Strong analytical, reporting, coordination, and problem-solving skills.
• Fluency in English and Arabic.

• Experience in health systems strengthening and pharmaceutical governance initiatives.
• Strong stakeholder engagement and representation skills.
• Advanced skills in forecasting, quantification, and health commodity security.
• Experience supervising pharmacy and warehouse teams.
• Ability to travel frequently to programme locations.
