The MEAL Officer will be part of the Monitoring, Evaluation, Accountability, and Learning (MEAL) team, supporting the implementation of the overall MEAL system in Hasakeh. S/he will oversee all MEAL-related activities at the Hasakeh Base, including but not limited to: monitoring, data management, accountability, compliance as well as providing general support to program or field teams in data-related activities. The MEAL officer will be required to conduct regular visits to health facilities within Hasakeh to ensure the implementation of a functional MEAL system, monitor and evaluate project interventions, provide on-the-job training to data entry staff, or support field teams in data-related activities. S/he will support the Program Coordinator and MEAL Manager in ensuring that learning and accountability systems are established and functioning effectively in Hasakeh, while maintaining high professional standards.
Monitoring
Contribute to the design of MEAL plans, Indicator Performance Tracking Tables (IPTTs), and log frames in close coordination with the MEAL Manager.
Support the development and rollout of data collection tools and reporting templates, ensuring harmonization across all health facilities.
Work closely with data entry staff to ensure timely and accurate reporting for all indicators via ActivityInfo on a monthly basis.
Update and maintain project indicator tracking tables for Hasakeh-based health facilities monthly.
Conduct regular data reviews and Data Quality Assurance (DQA) checks, flagging discrepancies or gaps and alerting the MEAL Manager of any arising data issues.
Consolidate and archive all project Sources of Verification (SOVs) on SharePoint monthly, ensuring alignment with MEAL frameworks and donor requirements.
Conduct bi-weekly field monitoring and supervision visits to assigned health facilities, providing ongoing technical support and on-the-job coaching to data entry staff and facility focal points, and submit detailed field visit reports with clear findings, recommendations, and follow-up actions.
Provide training to program staff on MEAL tools, data management, and reporting requirements, as needed
Draft and submit monthly MEAL situation reports (SitReps) to the MEAL Manager and Program Coordinator.
Evaluation
Support the design and implementation of assessments, e.g beneficiary satisfaction surveys, KAP surveys, needs assessments, etc, in coordination with the MEAL Manager (drafting TORs, participate in the recruitment and training of enumerators, etc).
Assist with data cleaning, analysis, and reporting of all assessments as required to ensure findings are robust and actionable.
Accountability
Support the implementation and monitoring of the Feedback and Complaint Response Mechanism (FCRM) for the Hasakeh Base at facility and community levels, ensuring complaints are properly documented, referred to relevant program/support teams, and resolved in a timely manner in accordance with MDM’s FCRM SOP.
Prepare and share monthly reports on FCRM-related activities, trends, and follow-up actions with the MEAL Manager and Program Coordinator, ensuring accountability and responsiveness to affected populations.
Promote awareness among beneficiaries and staff about accountability standards and reporting channels.
Learning
Support the MEAL Manager and Program coordinator in documenting lessons learned, good practices, and case studies to inform adaptive management and improve program quality.
Regularly follow up on action plans relevant to the Hasakeh base, ensuring their implementation.
Contribute to regular learning and reflection sessions with project teams, ensuring MEAL findings from Hasakeh are integrated into program decision-making.
Support knowledge-sharing with partners and coordination groups, presenting MEAL insights when required.
Documentation and compliance
Ensure archiving of all project information in accordance with MDM’s data archiving SOPs
Verify the quality, transparency and accuracy of all project documentation provided by other departments/LHA staff in Hasakeh.
Reporting:
Support the Program coordinator/Technical Coordinators and MEAL manager in compiling data for periodic donor reports and other external reports (e.g., 4Ws).
General Responsibilities:
Participate actively in weekly and monthly program review meetings to present feedback on monitoring activities, highlight challenges, and brainstorm on solutions.
Participate actively in weekly MEAL team meetings.
Inform relevant focal points in case of any security problem.
Attend external meetings with authorities and other NGOs as needed.
Adhere to the organisation’s policies and practices concerning child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
Perform any other duties assigned by the Program Coordinator (or other coordinators), MEAL Manager, and Field Manager.
Be flexible in implementing his/her assigned duties.
Academic background: Bachelor's/Master’s degree in social science, statistics, information management, data management, evaluation, or other relevant fields.
Other qualifications: knowledge of gender, participatory approaches, cost-effectiveness…Good knowledge of logframe.
Language requirements: written and spoken English. Arabic and/or Kurdish is mandatory.
Computer requirements: Office pack user level.
At least 5 years of field experience in humanitarian projects, including a minimum of 2 years in the non-profit sector in information/data management or monitoring (preferably in North East Syria/Whole of Syria).
Strong experience in project planning, implementation, monitoring, evaluation, and data management, with proven ability to design and implement electronic data collection systems (preferably via ActivityInfo).
Advanced Excel skills and demonstrated ability to manage, analyse, and present both qualitative and quantitative data sets in a clear, user-friendly format.
Previous experience with health programming, including an understanding of confidentiality and data protection requirements for medical data.
Proven ability to work in volatile and high-risk environments, with strict adherence to security protocols.
Strong report writing, analytical, and communication skills, with the ability to translate data into actionable insights for different audiences.
Experience working with international and national partners in a multi-organisational team environment is an asset.
Familiarity with Power BI and ActivityInfo is an advantage.

Additional Information :
Due to the nature of MDM’s work, working hours may be irregular during certain seasons (e.g., proposal development, project closure, emergencies, etc). Employees are expected to be flexible in their approach to working hours and be available beyond normal working hours if requested.
