The role of Rapid Response Officer is responsible for supporting the organization’s Emergency activities and relief distribution activities across northeast Syria. He/she will be assigned to manage specific components of the Emergency program – and is expected to deploy rapidly in the case of any rapid response. This includes initial assessments, community engagement and field distributions for in-kind distribution of NFI, and/or Cash/voucher distributions. The role will include coordination with varied stakeholders and obtaining permissions for activities. In addition, the post holder will oversee a team of rapid response workers to deliver beneficiary registration, preparation of distribution plans, oversee implementation, logistics coordination for distributions, and supporting MEAL activities and reporting. He/she will ensure the field level distribution staff are well trained and practiced at site distribution set up, workflow setup, dealing with scooping errors, commodity receipts, warehousing procedures, crowd control, preparation of daily distributions reports, and applying humanitarian assistance principles during distributions. In addition, this position will have a significant role to play in procurement processes, stock management, and vendor liaison. 

Pre-preparedness and Planning

 

  • Support the RR Manager and Deputy Manager to roll out assessments and identify needs and gaps

  • Circulate reports to teams for inputs and program adaptations

  • Mapping communities for strengths-based approaches - to work towards less outside assistance

  • Be actively involved in keeping and setting up networks and linkages with key stakeholders (beneficiaries, community leaders, local NGOs)

  • Manage pre-positioning of supplies in the organization warehouse, where feasible, to ensure quick response

Rapid response assessment and procurement

 

  • On-the-ground supervision of assessment teams

  • Train partners and staff in key locations on emergency preparedness and response

  • Train the team on the data collection tools. Support/ carry out data analysis and reporting.

  • Lead development of purchase requests in a timely manner, in line with the organization policies and procedures

  • Participate in procurement processes as technical expert and be program focal point for references

     

 

Distribution planning and implementation

  • Conduct pre-site visits to distribution locations to ensure safety and appropriate conditions for distributions

  • Lead on developing distribution plans 

  • Train local communities and beneficiaries on distribution procedures

  • Community engagement on distribution planning

  • Organize team members and assign specific roles and responsibilities during distribution events

  • Coordinate delivery of relief items from warehouses to field sites

  • Prepare beneficiary databases and distribution lists

  • Prepare and maintain a filling system (online and hard copies) for distribution related documents   

  • Review and revise PDM reports from MEAL

  • Coordinate with MEAL teams to ensure accountability and response to feedback received through feedback mechanism

  • Prepare project updates, 4W reports and other information 

     

Team Management

 

Line management of field-office based staff

Identify and disseminate learning opportunities for the team

Conduct induction sessions and on the job trainings and capacity building sessions for volunteers and field distribution teams.

Ensure all distribution activities are implemented in line with the organization’s standards and procedures.

  • University degree and equivalent work experience
  • Minimum 3 years’ experience in emergency response, SNFI distribution, camp response
  • Experience of managing a team
  • Clear understanding of humanitarian principles and best practice of distribution activities in a range of settings
  • Experience of procurement processes, strong documentation skills
  • Good negotiation techniques
  • Understanding of community engagement, stakeholder analysis
  • Strong interpersonal skills
  • English languages skills
  • Experience in similar organizations
  • Experience using mobile data collection tools
  • Expertise in one or more of the following program areas: water, sanitation and hygiene; livelihoods; distribution of non-food items.
