1. Mission 1 : Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
Provide appropriate technical guidance and support to the project team on the inclusion of persons with disabilities in different sectors (in particular, health, protection and education), with the technical supervision of the Specialist.
Ensure project(s) activities are implemented in accordance with internal quality and technical standards insuring Disability, Gender and Age sensitivity approach.
Adapt project documentation as required, propose adjustments or improvements as necessary in accordance with global technical standards and norms, particularly IASC Guidelines on the inclusion of persons with disabilities in Humanitarian Action and Universal Design Standards for Accessibility.
Contribute to the regular monitoring and reporting of Inclusion activities of its scope (collection and analysis of technical data collected) in conjunction with the project team and the MEAL team.
Where appropriate, coordinate and collaborate with the project’s technical partners as delegated by the Specialist of direct line manager.
2. Mission 2 : Providing project-based technical learning
Ensure technical specialists get the needed information from the field and collaborate with them as needed.
Collect the necessary elements for capitalization exercises, qualitative and quantitative data analysis or any relevant scientific documentation.
Contribute to technical learning under the responsibility of the specialist or line manager, based on lessons learned and best practices in collaboration with MEAL team.
Adjust activities to audit recommendations as appropriate.
Implement recommendations for improving the technical quality of projects.
Ensure the technical quality and relevance of project activities implemented within his/her area of expertise. Conduct self-evaluation of his/ her project and contribute to the terms of reference for evaluation in coordination with the PM.
Taking ownership of norms and standards, anticipating and preparing for nexus adjustments.
Propose research and study topics and oversee data collection for research activities.
3. Mission 3 : Contributing to the animation of Inclusion/Inclusive Humanitarian Action Sector
Contribute to recruitment of an Inclusion field team or in relation to inclusion activities.
Contribute to or lead the technical training required in his/her field, ensuring updated contents and practical sessions.
Contribute to the skills upgrading plan for professionals in Inclusion/IHA and may be a third-party assessor.
May contribute to the development of a local talent pool within the inclusion/IHA sector (conduct technical interviews of candidates and make recommendations, identify training and coaching needs).
Assist in coordinating technical professional development of HI staff and participate in the inclusion community of practice, in collaboration with the technical specialist.
Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc data collection activities and ensure appropriate measurement of project completion in the inclusion/IHA sector.
Ensure that data processing is established and carried out in accordance with the rules and principles set by the IM/MEAL and by technical guidance of the inclusion/IHA sector.
4. Mission 4 : Contribute to ensure the technical influence of HI on its perimeter
Outreach and network with local authorities, INGOs, local NGOs, CSOs OPDs, and community leaders to support advocacy efforts on the inclusion of persons with disabilities in humanitarian action.
Contributes to the outreach of HI's expertise on disability-inclusion by representing HI's technical expertise in relevant local networks and with local partners.
Participate in relevant humanitarian coordination mechanisms: particularly the Protection WG, and any other relevant working group. Engage in meetings, forums, and coordination groups related to inclusion, ensuring that the HI’s position is effectively communicated.
Relay and contribute to advocacy messages on the rights and situation of persons with disabilities.
Draft new content for the continuity or expansion of the project under his/her technical scope and contribute to the writing of new proposals for new opportunities.
5. Mission 5 : Emergency Preparedness and Response Responsibilities
Contribute to the support or implementation of the emergency preparedness actions of the program and, during an emergency, adapt the work modality to contribute to HI’s effective humanitarian response.
Mandatory Qualifications/Requirements
Education:
Bachelor’s degree in Social Science, Social Work, Special Education, Health Professions, Public Health, Disability Studies, or a related field.
Professional Experience:
A minimum of 4 years’ experience in the protection and disability field, social work, community-based intervention, or case management—preferably in the humanitarian sector or with a local organization of persons with disabilities.
At least 2 years of technical experience in protection/disability, social work, community-based intervention, or case management within humanitarian programs or local organizations of people with a disability.
A minimum of 2 years’ experience in technical supervision of a team (ideally in protection, disability services, social work, or humanitarian programming)
Preferred Qualifications
Previous experience in:
Protection mainstreaming and managing transversal protection projects across different sectors.
Delivering training, capacity-building, sensitization, and coaching or supervision of a field team.
