
Work with the WASH team to develop and refine WASH assistance and rehabilitation selection criteria.
• Coordinate and lead visits to communities (formal and informal settlements, neighbourhoods, camps, etc…) and local authorities to conduct consultations and to identify WASH needs and gaps. Prepare preliminary assessment reports detailing the above.
• Coordinate and undertake technical assessments and BOQs for rehabilitations of water stations, water networks, sewage networks, latrines in camps and informal settlements, water distribution points, and any other work related to WASH, ensuring BoQs meet minimum standards in line with SPHERE, WASH and Protection working group standards.
• Peer review of technical assessments and BoQs prepared by other members of the WASH programme team.
• Develop engineering/technical designs using Autocad and other relevant software of the infrastructure, or parts thereof, to be rehabilitated/constructed. Prepare all other technical documents required including the scope of works.
• Participate in procurement committees, in particular by conducting technical reviews of quotations and bids received.
• Ensure all BoQs, price estimates and technical assessments are treated as confidential documents and shared only as appropriate as per Concern’s procurement guidelines.
• Coordinate with local authorities for all WASH activities, ensuring all necessary approvals (including Memorandums of Understanding) have been obtained.
Supervision of rehabilitation works
• Ensure that all construction and rehabilitation works are carried out in a safe and responsible manner; ensuring the contractor complies with best practices to ensure safe and responsible construction sites including adherence to Concern’s internal guidelines on Health and Safety.
• Conduct regular site-monitoring visits to assess and supervise the progress and quality of construction activities, coordinating and leading scheduled and surprise monitoring visits to project sites by the WASH officer and/or WASH assistants. The WASH officer will be responsible to ensure that the quality, quantity, timeframe, deadline, and all issues related to the project are done according to agreed standard, and should visit the works in regular bases to ensure that.
• Prepare and submit the monitoring reports as per Concern template on a weekly bases, detailing the works done in the reporting period, brand of the items used, challenges facing during the reporting period, and any other issues related to the project.
• Notify the WASH Manager/Coordinator of any issue that arise during the works (such as delay, requests from the contractor, other challenges).
• Coordinate works with local authorities, civil councils, water departments, camp managements, other partners, suppliers and contractors, and other actors to ensure their active supervision of works while under implementation and for the handover of works on completion of all activities.
• Review and raise all the supporting documentation for the payment to contractors on completion of all works
Good written and spoken English skills.
• 2 to 3 years’ experience in WASH projects
• University degree in civil engineering, hydraulics, electricity, mechanics or related field;
• Previous experience in engineering works (construction, water networks, electrical/mechanical works, etc…);
• Good knowledge of Microsoft Word and Excel, and other engineering programs as AutoCAD or EpaNET;
• Familiarity with Sphere standards, especially the ones related with WaSH;
• Ability to visit (on a daily basis) different project sites, in different districts;
• Excellent interpersonal and nonviolent communication skills;
