
In preparation for future humanitarian and development programmes across Syria, Action for Humanity (AFH) is establishing a roster of qualified and experienced professionals.
This initiative aims to identify competent candidates in advance and build a reliable talent pool that will enable AFH to respond efficiently to future recruitment needs and mobilise skilled teams when new programmes and funding opportunities arise.
Shortlisted applicants will undergo the relevant technical assessments and selection checks. Candidates who successfully complete the process will be included in AFH’s talent roster and may be considered for suitable positions based on future programme requirements, location, experience and the availability of funding.
Inclusion in the roster does not constitute an immediate offer or guarantee of employment. However, roster members may be prioritised for consideration when relevant vacancies become available.

Human Resources Management:
Manage HR operations
Coordinate The Human Resources department, including people planning, performance, well-being and development functions
Provide technical support, advice and capacity build the Human Resources team
Advise and assist managers in Human Resources related issues and concerns
Recruitment, development and people planning:
Drive and support recruitment and selection activities ensuring compliance with recruitment process
Work with senior management team and senior staff on new staff retention strategies and initiatives
Ensure proper onboarding process
Ensure oversight and consistency in position titles and grades, across all field locations
Support staff development activities including promoting the AFH Learning Catalogue
Develop/maintain local processes for staff development making use of the AFH Learning Catalogue
Assist managers to identify, recommend and approve Learning & Development initiatives for their employees through AFH’s Learning Catalogue/Policy
Performance, well-being and compensations & benefits:
Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept
Lead the performance management process
Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
Lead people well-being and office recreational space initiatives
Define and review salary structure in partnership with the Senior Management team and coordinate compensation review process and compensation adjustments
Human Resources Policies and Support:
Maintain and update Staff Human Resources Handbooks as necessary
Proactively pursue continuous process improvement in Human Resources related practices to enhance the quality and efficiency of output/delivery
Develop and update the Human Resources policies as necessary
Work closely with HQ to share information and provide support as required
Compliance with Syrian labour laws:
Ensure compliance with the Syrian labour laws
Liaise with the legal advisors on all issues related to labour law, to make sure AFH is working in compliance with the labour laws
Work closely with the external consultants to ensure legally complaint payroll and social security payments
Qualifications and Education Requirements:
Bachelor's degree in human resources or a related field preferred
Significant relevant HR experience may be considered in lieu of formal HR education
General Work Experience:
Minimum of 5 years of experience covering diverse HR functions, including recruitment, employee relations, policy implementation, planning, and supporting HR programs Experience conducting onboarding/orientation programs
Experience in coaching and training staff
Experience in conflict resolution, disciplinary procedures, and internal investigations
Skills:
Languages:
Excellent in English (Writing-Reading-Speaking)
Excellent in Arabic (Writing-Reading-Speaking)
Computing:
Advanced proficiency in Microsoft Office (Excel, Word, Teams)
Strong organizational and time-management skills
Excellent communication and networking abilities
Strong negotiation and persuasion skills
Knowledge of applicable health and safety regulations
Advanced knowledge of Syrian labor law and SGK rules
Advanced knowledge of employee SGK and income tax requirements
