Generic responsibilities
 

  • Ensure adherence with NRC policies, tools, handbooks and guidelines 
     
  • Implement delegated Shelter/Wash project portfolio according to plan of action 
     
  • Day to day follow of progress in project implementation
     
  • Prepare and develop status reports as required by management 
     
  • Ensure proper filing of documents 
     
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist 
     
  • Promote and share ideas for technical improvement 
     
  • Ensure representation of NRC with external stakeholders as per the role requirements
     
  • Ensure NRC’s related activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines, policies and Syria-specific explanatory notes.
     
  • Report any breaches/concerns, in a confidential manner, through NRC SCO reporting channels.
     
  • Promote and secure a safe working environment for reporting concerns/breaches, and that all cases reported are processed in a confidential and sensitive manner.
  • Any other tasks as assigned by the line manager.

Specific responsibilities:
 

  • Ensure the proper follow up of rehabilitation/reconstruction works across worksites (works are aligned with the work plans, material specifications and agreed practices). 
     
  • Prepare/Review relevant technical documents (BoQs, technical drawings, scope of works...).
     
  • Prepare and/or verify surveyed quantities by more junior staff across worksites.
     
  • Harmonize work quality (materials specifications and implementation methods) across different worksites according to NRC technical standards.
     
  • Solve persistent technical issues beyond the capacity of more junior staff.
     
  • Responsible for planning & managing the implementation of Shelter & WASH needs assessments with different stakeholders, in addition to verifying the integrity of relevant outputs. This includes Rapid Needs Assessments (RNAs) & Multi-Sectoral Needs Assessments (MSNAs), as assigned by the line manager.
     
  • Contribute to the process of updating technical tools and guideline by sharing relevant technical experience, working closely with line manager and Shelter/WASH Specialist when needed.
     
  • Responsible for ensuring proper planning of & managing Post-Monitoring and Evaluation activities conducted by more junior staff in accordance with the Syria Country Office Monitoring & Evaluation Strategy, tools and guidelines. 
     
  • Responsible for ensuring that more junior staff are considering protection mainstreaming in various Shelter projects throughout project-cycle. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
     
  • Contribute to distribution of Non-Food Items (NFI).
     
  • Lead the development of Bills of Quantities (BoQs) and monitor WASH service delivery within and outside the camps.
     
  • Ensure quality control and direct handling and problem solving of challenges arising from the implementation of activities; this entails the supervision of day-to-day tasks assigned to concerned Technical Assistants as delegated by and in coordination with their line manager. <...[TRUNCATED]

Generic professional competencies:
 

  • Bachelor's Degree with a minimum of (5) years of working experience in implementing and supervising Shelter and WASH projects  (Eg: Schools, Bakeries, Markets, Houses, Boreholes, Water Systems, Sewer networks and solar systems for infrastructure projects, leading HKs & NFIs distribution).
     
  • Educational degree must be an Engineering or equivalent experience required for the position. 
     

Context related skills, knowledge and experience:
 

  • Experience in working in complex and volatile contexts. 
     
  • Fluency in Arabic both written and verbal. 
     
  • Good level in English both written and verbal. 
     
  • Knowledge of basic computer skills & MS Office software in addition to CAD software (knowledge in other essential Engineering & Planning software is a plus). 
     
  • Knowledge of the context in Syria. 
    Experience with remotely managed programming is a plus.

- Duty station: NES Qamishli - Syria
- Contract: Fixed-term Employment Contract until the end of December 2026, renewable based on the need, satisfactory performance,  and availability of funding
- Salary/benefits: Grade 5 of NRC's salary scale (NRC Grade profile)
